The cost of well boring is considerably higher than in the South and West. Many farmers near the large cities use city water for irrigation, since, if the farm is small and the use of water is limited, it is thought to be cheaper than pumping. The usual cost of such water is $1 to per cubic feet, or $44 to $65 per acre - foot - a price which would certainly seem prohibitive to western irrigators, some of whom pay less than 1 per cent of these costs, and even where pumping is practiced, as in Santa Clara Valley, California, the average cost of raising water 65 feet is only per acre - foot, or 10 per cent of the above price. The success of irrigation under the conditions found in the East is due not to cheap water supply, but to the high value of crops grown and the careful distribution of the small quantity of water used. Book excerpt: Excerpt from Irrigation Works: Constructed by the United States Government Agriculture by irrigation is one of the oldest occupations of civilized man. Various parts of the world show evidences that irrigation was practised long before any historical record was kept. The remains of prehistoric irrigation works have been identified and extensively traced in southern Arizona along the Salt River and in parts of New Mexico and California. American Irrigation was left entirely to private and corporate. enterprise until the passage, in 1902, of the National Reclamation Act, which has been amended and modified from time to time by subsequent acts. The original reclamation act provided for the segregation of the receipts from the sales of public lands in the sixteen Western States and Territories into a special fund to be known as the Reclamation Fund and to be available for the survey, construction, and operation of reclamation projects in those States. It provided that the cost of those projects should be returned to the Reclamation Fund by the owners of private land or entry-men on public land in ten annual installments, no requirement of interest being made. A subsequent act in 1914 extended this time to twenty years. The original act required the expenditure of the major portion of the funds in the States in which it had been received. Under this act about one hundred million dollars have been expended in construction, and twenty-five projects are now in operation and prepared to deliver water to about one million five hundred thousand acres of land, about two-thirds of which was actually irrigated in 1916. The projects undertaken, unlike the early simple diversions upon valleys adjacent to the head works, involved, on the contrary, expensive storage works, high diversion dams, difficult tunnels, or long, expensive canal work upon side hills, where large investment was necessary before any water was brought to the land. Of this, 29 per cent is agricultural land included in farms, 12 per cent is cultivated, 5 per cent is irrigated, and 8 per cent is under irrigation projects completed or partly constructed. Of the total area of the state 15 per cent may ultimately be irrigated. From 1909 to 1920 there was an increase of 58 per cent of the irrigated area of the state, but irrigation construction was provided for a larger area. Lag of Profitable Farming Behind Irrigation Construction - The total area projects were equipped to irrigate in 1924 amounted to acres. Of this, acres, or about 18 per cent, were irrigable but not irrigated, and acres, or about 82 per cent, were irrigated but not all of this was fully improved. Only acres, or 71 per cent, were making good use of the water. In the projects in the state acres of non-agricultural land, which is nominally assessed, were included. This land contributes little revenue to the projects, but is included because the larger total acreage results in a smaller average cost per acre for construction, which helps in promotion and financing. In addition, there are approximately acres of irrigable land in projects for which construction has not yet been provided.
