Most research on drip irrigation use plot-level studies to demonstrate the technology’s ability to save water or improve efficiencies and use a narrow and rather prescriptive engineering or economic language. They tend to be grounded in a firm belief in the technology and focus on the identification of ways to improve or better realize its potential. The technology also figures prominently in poverty alleviation or agricultural modernization narratives, figuring as a tool to help smallholders become more innovative, entrepreneurial and business minded. Instead of focusing on its potential, this book looks at drip irrigation-in-use, making sense of what it does from the perspectives of the farmers who use it, and of the development workers and agencies, policymakers, private companies, local craftsmen, engineers, extension agents or researchers who engage with it for a diversity of reasons and to realize a multiplicity of objectives. While anchored in a sound engineering understanding of the design and operating principles of the technology, the book extends the analysis beyond engineering and hydraulics to understand drip irrigation as a sociotechnical phenomenon that not only changes the way water is supplied to crops but also transforms agricultural farming systems and even how society is organized. The book provides field evidence from a diversity of interdisciplinary case studies in sub-Saharan Africa, the Mediterranean, Latin America, and South Asia, thus revealing some of the untold stories of drip irrigation.

It is dominated by the foreboding Hualca Hualca mountain peak that is the source of this town's much-needed water. How the villagers obtain this water, Paul Gelles writes, is not a simple process: the politics of irrigation in this area reflect a struggle for control of vital resources, deeply rooted in the clash between local, ritualized models of water distribution and the secular model put forth by the Peruvian state. Water and Power in Highland Peru provides an insightful case study on the intense conflicts over water rights, and a framework for studying ethnic conflict and the effects of "development," not only in Peru, but in other areas as well. Most of the inhabitants of Cabanaconde do not identify themselves with the dominant Spanish-speaking culture found in Peru. And the Peruvian state, grounded in a racist, post-Colonial ethos, challenges the village's long-standing, non-Western framework for organizing water management. Gelles demonstrates that Andean culture is dynamic and adaptive, and it is a powerful source of ethnic identity, even for those who leave the village to live elsewhere. Indigenous rituals developed in this part of the world, he states, have become powerful tools of resistance against interference by local elites and the present-day Peruvian state. Most importantly, the micropolitics of Cabanaconde provide a window into a struggle that is taking place around the world.

Nevertheless, some of the material covered in this book goes beyond the basic concepts in an attempt to better describe the relationships and techniques employed by irrigation scientists and irrigation engineers.From the Preface: The future of the world depends very much on how we manage natural resources. Since the year 1900 there has been a ninefold increase in global carbon emissions from burning fossil fuels, and the world population has increased about 3.7 times in this century. Vast areas of forests have been destroyed, and irrigated lands now produce 40% of the food supply. Due to depletion of groundwater reserves and an increase in population, irrigated area per capita is declining. Consequently, the irrigation of additional alluvial lands is a strategic necessity for all of humankind. Much of the alluvial lands cannot be made productive without prior development of water resources through flood control, drainage, and irrigation. The production of electricity through hydropower and the production of alcohol fuel from irrigated crops, as has been practiced for many years in Brazil, can slow the increase in carbon emissions. Such diverse developments are typically not separable; rather, they must be considered as integral parts of a comprehensive development plan. The conservation of natural resources and increasing productivity of irrigated lands are also strategic necessities. Much of the current technology is highly transferable and crop yields can be significantly increased on lands already under irrigation.The authors have worked in many countries in connection with resource inventories, teaching, and the planning, development and use of irrigation as a tool for increasing production and providing employment. They have written extensively and have been honored for their achievements. They have considerable experience with everything from primitive low-technology irrigation developments to highly developed irrigation in the USA and in dozens of countries around the world. Both of the authors have dedicated their careers to teaching, research, and consulting in agricultural irrigation and water resources development and planning. Book excerpt: Small-scale irrigation has significant potential to increase crop productivity in Mali, in particular given growing climate change impacts on the country and region. While large-scale development is substantial, small, private irrigation remains limited, affecting food and particularly nutrition security as small-scale technologies are more likely to be used for high-value vegetable crops. To better understand the challenges and opportunities in the diffusion of small-scale irrigation technologies, two workshops were organized in 2021 at the national and regional levels, respectively, to consider national and local factors supporting the diffusion of small-scale irrigation technologies. Key constraints identified were a lack of linkages between intermediary organizations in the small-scale irrigation diffusion process, such as commodity associations, financial institutions and technology vendors with government agencies in charge of irrigation, limiting the sharing of consistent and effective information across entities; the lack of a clear policy framework and long-term guidance for private individual irrigation; an associated lack of targeted technology development including limited adaptation to different local contexts, missing financial products linked to irrigation technology, and inadequate capacity building of farmers through extension services and demonstration sites. Workshop participants suggested a dedicated platform for more effective information exchange across the key actors identified in the events, improved capacity building on private irrigation, and a supportive policy and financial environment to ensure growth and sustainability of small-scale irrigation development in the country.
