Ireland solicits the impartial verdict of America on that English system of land tenure which afflicts the Irish people with periodical misery, and compels them to go forth, as tearful mendicants, to the nations. This judgment is what Ireland especially asks, and what will bear abundant fruit long after the existing distress shall have ceased to prey upon the Vitals of the cottier farmers. Let the practlcal American mind bend itself on this problem Whereas Ireland produces enough food to maintain a population five times larger than it possesses, is not England the criminal cause of Irish distress? The English Government upholds a land system by which the produce of the land passes from the poor cottier who tills it into the pockets of alien landlords, who know little and care less for Ireland. Is that honest? The answer of every true American will be, Let the people have their own land, and let them live by its produce. That is the verdict which Ireland asks from America. In no civilized country is public opinion more talked about and less acted upon than in England. In fourteen years, says Grattan, the Irish Parliament, with all its imperfections, had done more for Ireland than the English Parliament had accomplished in a century for England. Hence the absolute necessity of a vigorous, sustained expression of public opinion, in order to effect a radical change in the land system of Ireland. That is the object of Mr. Parnell's visit to America; and it would be difiicult to exaggerate the lasting benefits to the Irish farmers which are sure to result from it. If only you would call it anything else in the world, you would have no difficulty in getting the English to agree to it." When Mr. P. O'Connor was in the witness-box he told Mr. Ronan, with an amusing expression of surprise and compassion, that they were about three centuries old. For, whatever else it might be, the inquiry was an incident of the "Parnell Movement"; and Mr. Ronan, conscious that he must begin his cross-examination somehow, but feeling a little fluttered, had just asked the historian of the movement to tell him when the movement began. Sir Henry James, in an address which even his opponents frankly admire for its ability and ingenuity, and a courtesy and considerateness that render it all the more formidable - Sir Henry James traces the origin of the inquiry to a speech of Mr. Parnell's, made during the debate on the Address, February, 1887, and warning the Government against the dangers of Coercion. But if a date must be chosen, why not make it thirty-five minutes to one of the morning of the 7th of June, 1886, when the House of Commons saw one of the most impressive scenes in its great history; when it had just reached the "parting of the ways," and each had chosen his path; and when, with an impulse characteristic of their race, the solid mass of Irish Nationalists sprang up with "three cheers for the Grand Old Man," in the hour of his defeat. The inquiry has been an expression of a general and far-reaching consequence - the re-grouping of men, in accordance with their choice between rival notions of right and duty, between rival political ideals, even between rival estimates of human nature - which has followed from that night's test, as surely as in a chemist's tube the ingredients are "precipitated" by a drop. And so, as regards Ireland, the first signs of the coming conflict manifested themselves in the February debate, of which Sir Henry James has spoken. The next came from The Times. On the 7th of March, 1887, appeared the first article of the famous series known as "Parnellism and Crime," the second on the 14th, the third on the 18th. And on the 22nd, Mr. Balfour answered the challenge of June, 1886, by giving notice of his Coercion Bill. The Times articles had prepared the way for him. For Mr. Balfour's purpose, they were worth a dozen speeches. It is hardly correct to say that they were a mere "re-hash" of forgotten accusations; for though more open to this criticism than subsequent ones, they also, like these - though in a less degree - presented the accusations with a definiteness, a systematic comprehensiveness, and a connection of detail, which were new to the public. Not left out of the Divine calculation of my text. It is not said that. When the Most High divided to the nations their inheritance, He left out Ireland but it is said that when he separated the sons of Adam, He set the bounds of the people according to the number of the children of Israel. Who are the Irish? Perhaps they are in the way of these chil dren of Israel. If so, they will have to move. May be the whole secret of the unrest of that country lies in the fact that it is assigned to Israel, and that a portion of the inhabitants not being Israelites, are consequently in the wrong place. It won't do, my friends, for the Hon. Mr. Parnell, the Home Rulers, the British Government, the Catholics or Protestants to leave out this Divine quantity, or set at naught the Divine intention in this matter. Find out first what is the Divine will touching Ireland, then agitate and fight it out on that line. Then will be granted success, quiet and plenty; otherwise confusion, strife and bloodshed. I state a fact. When I say that Ireland was first settled by the Phoenicians, called in history sometimes Philistines and Canaanites. And about the seventh century, b.c., another people settled in that island called Tuath de Danan that is, men of the tribe of Dan. They finally settled in the North of Ireland, while the Philistines settled in thesouth. Tradition, history, pro phecy and Providence all agree on this point of Ireland's double settle ment. In this double settlement is to be found the real source of Ireland's internal trouble. These two people were always different in religion, enterprise, and their general make-up.
