Available in PDF, EPUB and Kindle. Book excerpt: This volume explores Iran’s industrial and trade policy options for achieving sustainable, export-oriented, and pro-employment growth. The first part of the book discusses Iran’s economic and industrial development performance, as well as strategies for enhancing capabilities, fostering productive transformation, and developing employment that can result in faster and more inclusive economic growth. It also presents a case study on a leading manufacturing subsector—the automotive industry. The book then offers a set of analyses concerning the country’s trade sector, including exchange rate policies, ways to connect to global markets, and accession to the World Trade Organization. In turn, the closing chapters investigate various aspects of Iran’s labor market and offer policy recommendations on the creation of productive jobs. Readers will learn about effective industrial, trade, and employment policies that can complement macroeconomic measures adopted by the government. As such, the book will appeal not only to scholars and policy-makers, but also to international investors seeking to understand various core aspects of Iran’s industrial and employment structures and trade regime.

Available in PDF, EPUB and Kindle. Book excerpt: Iran has received much attention from a geopolitical and regional standpoint, but its economic challenges have not attracted a similar degree of interest. With a population of 69 million, considerable hydrocarbon resources, a dynamic and entrepreneurial middle class, and a relatively well-educated labor force, Iran's economic potential is considerable. This volume takes stock of critical developments in the Iranian economy in recent years. The study reviews the key issues and policy responses, highlights the nature of the challenges ahead, and draws implications for the next phase of reforms. The authors conclude that major challenges remain, although significant advances have been made in recent years in opening up the economy to international trade and foreign direct investment, encouraging the private sector, removing exchange restrictions, reforming the tax system, and enhancing macroeconomic management.

This is the basic law governing the implementation of the subsidy reform in Iran. The TSRL envisaged bringing subsidized prices close to international levels over a five-year period. The paper reviews the implementation of the first phase of the subsidy reform, with a particular emphasis on macroeconomic management. The sharp depreciation of the exchange rate and high inflation significantly undermined progress under the reform. High inflation partially reversed the relative price change under the reform.

Book excerpt: This staff report for the 2014 Article IV Consultation on the Islamic Republic of Iran focuses on economic developments and policies. The IMF report had achieved considerable progress in raising per capita income and living standards. Large shocks and weak macroeconomic management have had a significant impact on macroeconomic stability and growth. The external environment remains uncertain and delaying domestic reforms raise the risk of entrenching the economy in a low-growth and high-inflation scenario, underscoring the need to address long-standing weaknesses in the policy framework and the economy.

Book excerpt: This Selected Issues paper discusses some options to strengthen Iran’s fiscal framework, and highlights the need for a medium-term framework. Fiscal policy design in Iran faces numerous challenges. Some are current, such as managing volatile oil revenue while addressing development needs. Other challenges are related to demographic pressures from new entrants to the labor market, as the country needs to prepare from aging pressures in the decades to come. With medium-term planning, macroeconomic stability, and adequate spending, fiscal policy could play a critical role in fostering growth. Ultimately, addressing these issues would help Iran achieve its objective of becoming one of the fastest-growing emerging economies.

Available in PDF, EPUB and Kindle. Book excerpt: The Islamic Republic of Iran inherited a highly centralized economy. The state-owned enterprises had monopolies over large sectors of the economy, including the financial system. This was compounded by Iran's excessive dependence on the volatile oil exports. Iran's five-year development plan aims at accelerating growth to create sufficient employment opportunities for a rapidly expanding labor force. De-monopolizing the economy, liberalizing trade, promoting private investment, strengthening the financial system, and improving the fiscal and monetary policy settings is required.

Book excerpt: Since the Iranian Revolution of 1979, various sanctions have been imposed by the United Nations, the European Union, and the United States against Iran. An extensive body of research on the economic impact of international sanctions on Iran has examined the issue in terms of trade (imports and exports), investment (inflows and outflows), and the development of the oil industry. This study attempts to analyze these within one inclusive picture to better show their combined effects on the Iranian economy. The information shows that the sanctions have significantly affected Iran's economy. The GDP growth rate fluctuated markedly over the period. Three significant events occurred between 2005 and 2018. In 2006, international sanctions were imposed. In 2016, when the nuclear deal was implemented and sanctions were lifted, the GDP growth rate started to rebound from approximately -0.2% in 2015 to almost 13% in 2016. In 2018, when US sanctions were reinstated, the GDP growth rate showed negative growth. In 2019, the GDP growth rate also showed negative growth. Thus, sanctions affected fiscal policy in Iran. As government expenditure decreased due to the tight fiscal policy, the economy has been hampered.
