Book excerpt: This book examines the rise and agency of International Organizations (IOs) and their bureaucratic bodies— the International Public Administrations (IPAs)— as a reflection of an ongoing transfer of political authority and power from the domestic to the international level. It shows that IPAs represent actors per se, with autonomy and resources that allow them to exert an independent influence on global policy-making processes and outputs. Providing a combination of novel conceptual lenses and research design to capture IPAs as an empirical phenomenon, the book takes an open, theoretically and methodologically diverse approach to show that IPAs are far from being negligible actors in global public policy and must be taken seriously as actors in policy-making beyond the nation-state. This book will be of key interest to students, scholars, and practitioners in Public Policy and Public Administration, International Relations, International Political Economy, as well as Organizational Studies.

Book excerpt: The aim of the family planning and comprehensive abortion care (FP and CAC) competencies for the primary health care workforce is to advance improvements in FP and CAC service delivery by aligning health worker education approaches with population health needs and health system demands. This document, which describes these competencies in detail, is intended to: describe competencies that are relevant to current and future health practice; and enable widespread use of the competencies for curriculum development, for pre-service education, but also for in-service education, regulation, qualifications, quality assurance, personal development, performance evaluation, recruitment, management and career progression. The competencies can be used in many ways by the following target audiences: health workers and their managers, educators, policy makers and regulators. The most relevant uses for these FP and CAC competencies will be: to define the learning outcomes/objectives for education and training, to design curriculum and learning activities and to help identify learning needs/gaps (both knowledge and hands-on techniques), whether in the context of pre-service curricula, on-the-job training, or when working towards further qualifications; as performance standards for recruitment, compiling job descriptions, performance appraisal, and for optimizing roles within the health workforce.

Available in PDF, EPUB and Kindle. Book excerpt: The Routledge Companion to Gender and COVID-19 is the first comprehensive research guide for researchers and students who seek to study and evaluate the complex relationship between gender and COVID-19. This interdisciplinary collection touches on two major themes: first, how gender played a central role in shaping access to testing, treatment, and vaccines. Second, how the pandemic not only deepened existing gender inequalities, but also those along the lines of race, class, sexuality, disability, and immigration status. Bringing together a diverse range of international scholars across a number of disciplinary perspectives, this intersectional and comparative focus on COVID explores topics including the pandemic’s impact on families, employment, childcare and elder care, human rights, as well as gender and political economy and leadership, public health law, disability rights, and abortion access. The Routledge Companion to Gender and COVID-19 is an essential volume for scholars and students of Law, Gender Studies, Sociology, Health, Economics, and Politics.

Book excerpt: This report investigates the role of foreign direct investment (FDI) in helping developing countries participate in global value chains (GVCs). It combines the perspectives and strategies from three types of players: multinational corporations, domestic firms and governments. It aims to provide practical guidance for developing countries to develop strategies that use FDI to strengthen GVC participation and upgrading. The report has six main chapters: 1. FDI and GVCs. Assesses the trade-investment nexus and analyzes the effect of FDI in countries’ GVC participation and upgrading at the country level. 2. MNCs shape GVC development. Highlights MNCs' contribution to global economy and how their business strategies shape the evolution of GVCs. The chapter also compares MNCs' business strategies in terms of outsourcing and offshoring, risk mitigation and increasing market power across GVC archetypes. 3. Domestic firm perspectives on GVC participation. Looks at the various paths domestic firms can take to internationalize their production and trade. Investigates domestic firm characteristics that predict higher GVC participation, and the effect of GVC participation on firm performance. 4. Investment policy and promotion: what is in a government’s toolbox? Summarizes the various policy instruments governments have at their disposal to help attract MNCs to their country and facilitate GVC participation of domestic firms. 5. Integrating countries into GVCs. Draws on a range of case studies to illustrate how governments can develop coherent strategies and policy packages to integrate their countries into GVCs. 6. FDI and GVCs in the wake of COVID-19. Reflects the impact of COVID-19 on FDI and GVCs, the response from multinationals and suppliers, and the implications for GVC reconfiguration. In addition, there are seven case studies that offer more nuanced analysis on the GVC participation in selected countries and sectors: • Five qualitative case studies: Five countries have been selected that managed to use FDI to stimulate GVC participation using a range of approaches. By design, these five countries also cover five different GVC archetypes. These countries are: (1) Kenya (horticulture); (2) Dominican Republic (textiles); (3) Mauritius (tourism); (4) Malaysia (electronics); (5) China (software). • Two quantitative case studies: Rwanda, West-Bengal (India). These use a combination of firm- and transaction level datasets to study firm-level dynamics that explain the role of multinational and domestic firms across GVCs.

Book excerpt: This book provides a collection of the state-of-the-art research attempts to tackle the challenges in image and signal processing from various novel and potential research perspectives. The book investigates feature extraction techniques, image enhancement methods, reconstruction models, object detection methods, recommendation models, deep and temporal feature analysis, intelligent decision support systems, and autonomous image detection models. In addition to this, the book also looks into the potential opportunities to monitor and control the global pandemic situations. Image processing technology has progressed significantly in recent years, and it has been commercialized worldwide to provide superior performance with enhanced computer/machine vision, video processing, and pattern recognition capabilities. Meanwhile, machine learning systems like CNN and CapsNet get popular to provide better model hierarchical relationships and attempts to more closely mimic biological neural organization. As machine learning systems prosper, image processing and machine learning techniques will be tightly intertwined and continuously promote each other in real-world settings. Adopting this trend, however, the image processing researchers are faced with few image reconstruction, analysis, and segmentation challenges. On the application side, the orientation of the image features and noise removal has become a huge burden.

Available in PDF, EPUB and Kindle. Book excerpt: The study of informal involvement with additional languages has recently emerged as a dynamic research field in SLA. With the rapid development and spread of internet-based technologies, contact with foreign languages outside the classroom has become commonplace. While this can take multiple forms, online contents are a major driving force because they present learners with unprecedented opportunities for exposure to and use of target languages regardless of their physical location. Research from diverse geographical, educational and socio-economic contexts bring a rich variety of perspectives to this book. It explores these phenomena via a range of theoretical frameworks and methodological approaches, focusing particularly on individual differences and language development. The volume proposes that teachers in formal learning settings should seek to support and facilitate the development of these identities and practices, and it indicates means they can adopt to best do so.

Available in PDF, EPUB and Kindle. Book excerpt: In the wake of the murder of George Floyd in Minneapolis, the debate between proponents of Black Lives Matter and All Lives Matter has been reignited. For proponents of Black Lives Matter, the slogan All Lives Matter is not a call for inclusiveness but a criticism of the Black Lives Matter movement. On the other hand, advocates of All Lives Matter insist their slogan is about diversity and colorblindness. The contributors included in Black Lives Matter vs. All Lives Matter: A Multidisciplinary Primer approach the subject from fields as wide ranging as sociology, mathematics, linguistics, business, politics, and psychology, to name a few. This collection adds complexity and international perspectives to the debate, allowing these seemingly simple quarrels over phrasing to be unpacked from many angles. A refreshing variety of looks at one of the defining social movements of the last decade and the reaction to it, this collection will be valuable to those seeking to understand these movements in ways beyond how they are typically framed.
