Success relies on policy coherence at national and subnational levels, diversified financing, variety in interventions and multi-stakeholder approaches. For philanthropists and social investors, the implementation of the SDGs opens up new avenues. Now, more than ever before, being strategic about philanthropic investments means forging partnerships and becoming a force for action in various multi-stakeholder coalitions under the SDG umbrella, as well as contributing to accountability in SDG implementation. The United Nations Development Group (UNDG) outlined a list of steps on how to mainstream the SDGs, including setting up cross-cutting and multi-stakeholder bodies to ensure policy coherence, collective policy-making, planning and monitoring for the SDGs with the participation of civil society, business, and philanthropy. Thus, it is more critical than ever for philanthropy and social investment actors to understand this emerging complex SDG ecosystem in the countries in which they work and how to engage, influence and benefit from coordination around the SDGs. This primer is written so that philanthropists might better understand what are the avenues for participation in the processes, policies and stakeholders involved in setting up the SDG roadmap in Kenya. The primer is an inaugural product developed jointly by teams of SDG Philanthropy Platform Kenya and Global and supported by Dalberg Research.

We focus on critical areas of human (education and health) and physical (electricity, roads, and water and sanitation) capital. For each sector, we document the progress to date, assess where Pakistan stands relative to its peers, highlight key challenges, and estimate the additional spending required to make substantial progress. The estimates for the additional spending are derived using the IMF SDG costing methodology. We find that to achieve the SDGs in these sectors would require additional annual spending of about 16 percent of GDP in 2030 from the public and private sectors combined.

The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.
