I have submitted a prepared statement, and I would like to make it part of the record, but, Mr. Chairman, I will not read it now. I will make only a few brief introductory remarks. Vince Foster was one of my oldest friends and I had the highest regard for him, both personally and professionally. His death was an enormous personal tragedy as well as a loss to the President and the people of our country. It is important, however, for the Committee and the American people to understand, I believe, some context. Although the inquiry into Mr. Foster's-death and the review of his office were important.
