Breeding programs should focus not only on short-term research goals but also on long-term genetic improvement of germplasm. The research products of breeding programs are important not only for food security but also for commodity-oriented public and private programs, especially in the fringes of crop production. Breeding strategies used for long-term selection are often neglected but the reality is that long-term research is needed for the success of short-term products. An excellent example is that genetically broad-based public germplasm has significantly been utilized and recycled by industry, producing billions of dollars for industry and farmers before intellectual property rights were available. Successful examples of breeding continuity have served the sustainable cereal crop production that we currently have. The fact that farmers rely on public and private breeding institutions for solving long-term challenges should influence policy makers to reverse this trend of reduced funding. Joint cooperation between industry and public institutions would be a good example to follow. The objective of this volume is to increase the utilization of useful genetic resources and increase awareness of the relative value and impact of plant breeding and biotechnology. That should lead to a more sustainable crop production and ultimately food security. Applied plant breeding will continue to be the foundation to which molecular markers are applied. Focusing useful molecular techniques on the right traits will build a strong linkage between genomics and plant breeding and lead to new and better cultivars. Therefore, more than ever there is a need for better communication and cooperation among scientists in the plant breeding and biotechnology areas. We have an opportunity to greatly enhance agricultural production by applying the results of this research to meet the growing demands for food security and environmental conservation. Control through genetically mediated resistance to diseases and pests, is both cheap and environmentally sa~e and at present most diseases and pests o~ staple ~ood crops are controlled through some form of resistance. One of the basic problems in the use of resistance is its ~re quent lack of durability; very often a type of resistance is used that 'breaks down' after a certain period. The temporary nature of this resistance, due to the development of new strains of pest or pathogen able to overcome it, has seriously hindered the improvement o~ the yield potential of many crops as a continuing effort is needed to replace old cultivars who resistance has failed, with new ones. Following Vanderplank's now classical publications (1963, 1968) which differentiated horizontal and vertical resistance, studies on several host-parasite systems have shown that di~ferent types of resistance can be distinguished genetically and epidemiologically, and on the ability o~ the pests or pathogens to adapt to them. A knowledge of how resistance operates at the population level has also opened up possibilities of 'managing' relatively simple resistance types in such a way that a stable host-pathogen system can be pro duced with a minimum of crop loss.

A purpose of this meeting is to assess the possibilities. The papers that follow are concerned with the analysis of single genes or small gene families. We will read about genes found within the nucleus, plastids, and bacteria which are responsible for agri culturally important traits. Given that these genes can be isolated by recombinant DNA techniques, there are two possible strategies for plant engineering. One involves isolating a gene from a cultivated plant, changing it in a specific way and then inserting it back into the same plant where it produces an altered gene product. An example might be changing the amino acid composition of a seed pro tein so as to make the seed a more efficient food source. A second strategy is to isolate a gene from one species and transfer it to another species where it produces a desirable feature. An example might be the transfer of a gene which encodes a more efficient pho tosynthetic enzyme from a wild relative into a cultivated species. There are three technical hurdles which must be overcome for either strategy to work. The gene of interest must be physically isolated.
