Book excerpt: September 1996 To what extent does growth in exports in Central and Eastern Europe reflect economic restructuring and changes in the composition of trade as opposed to redirection of traditional CMEA exports to the West? In the first half of the 1990s, after the demise of central planning, exports to OECD countries from many Central and Eastern European countries grew rapidly. Hoekman and Djankov explore what trade data suggest about the extent to which growth in exports reflect economic restructuring and changes in the composition of trade as opposed to redirection of traditional CMEA exports to the West. They also investigate the role of vertical intra-industry exchange in the expansion of trade with Western Europe - that is, getting inputs from European Union (EU) suppliers that are then used in the production of goods exported to the EU. They find a strong relationship between export performance and growth in vertical intra-industry trade with the EU. The Czech and Slovak Republics, Hungary, Poland, and Slovenia all rely heavily on the EU for inputs - more so than Austria, Portugal, and Spain, for example. As their per capita exports to the EU have also grown the fastest, this appears to be a characteristic of successful transition. The Czech and Slovak Republics registered the highest growth in exports and the greatest reorientation in the pattern of trade. They have the highest level and rate of growth in intra-industry trade with the EU, but have undergone the least change in composition of exports. But substantial changes have occurred in the composition of exports within traditional export categories. This suggests that Czech and Slovak firms pursued a strategy of upgrading and differentiating traditional exports, relying on EU firms for new machinery, components, and know-how. Simple redirection of goods that were traditionally exported to CMEA markets does not appear to have played an important role in the growth of exports to Western Europe. Export growth is in products that were not exported to the CMEA or in traditional export items that have been substantially upgraded or differentiated. Inflows of foreign direct investment - limited before 1994 - correlate highly with levels of intra-industry trade. But if large investments in the automobile sector are excluded, foreign direct investment seems unlikely to have been a major force driving the growth of intra-industry trade. These exchanges and the underlying integration into the world economy (Western Europe) mostly reflect arm's-length transactions between Central and Eastern European firms and their European counterparts. This paper - a product of the Private Sector and Finance Team, Europe and Central Asia, and Middle East and North Africa Technical Department - is part of a larger effort in the department to monitor economic developments in Central and Eastern Europe.

Book excerpt: We examine industrial output in Bulgaria, Hungary, Poland, and Romania during 1989-95 in terms of pretransitional product trade orientation. The growth of EU-oriented output within sectors of industry, ex-post trade, and market liberalization, is modeled as foreign direct investment induced Schumpeterian (vertical) waves of product innovation. The growth of non-EU-oriented output within sectors is modeled as unobservable deterministic heterogeneity. The results indicate that the gap observed in industrial output performance when comparing Eastern European to former Soviet countries is mainly explained by the inherited presence of EU-oriented production and its unconstrained growth over the transition period.

Book excerpt: This volume explores the recent impressive economic growth in Ukraine from a regional and international perspective. In doing so, it looks at the extent to which economic reform, a positive international economic climate and the devaluation of the Hryvnia in 1998/99, have contributed to economic growth in Ukraine. The text also examines the steps that need to be taken to ensure that this growth continues. The book features contributions by over twenty Ukrainian and international experts, who provide insights from neighbouring countries with detailed analysis of the current situation in Ukraine.

It also considers the implications for the welfare state, enlargement towards Eastern Europe and the political integration of Europe. Combining rigorous analysis and clarity of style, the book is of value to both specialists and the general reader.

Such issues are of concern elsewhere with regeads to shifting conceptions and practices in international human rights. This book looks at the question of how much European rights and human rights interact and how much they must do so if Europe as a whole is to be an arena of "belonging" and effective participation for all its residents. This book reflects the focus on rights in Europe, looking at debates concerning immigration and minority rights, concerns about social exclusion, social protection, war crimes, human rights, women's rights and other topics.

Book excerpt: External finance can provide a positive contribution to the transition process and can enhance welfare in former centrally planned economies, especially when domestic saving has not fully recovered after the initial contraction. However, as was pointed out at the beginning of the transition process, foreign debt could exert a strong constraint on the borrowing capacity of some central and eastern European countries. This paper analyzes the determinants of net external borrowing in ten transition economies during 1990-95 and assesses the impact of the outstanding stock of foreign liabilities on net financial inflows.

Book excerpt: This conference volume deals with one of the most severe economic, social and political problems major European economies face since the early nineties, the problem of lasting high unemployment. Contrary to the current German discussion, solely concentrating on microeconomic explanations and therapy recommendations, this volume presents papers based on various macro-economic points of view, showing different ways out of the employment crisis. Apart from renowned German economists, some well-known international academics participated in the 1998 Berlin symposium, to learn from experience in other countries. The first chapter contains the main standard textbook models and paradigms explaining lasting high unemployment. The question in the second chapter is if it is possible to fight unemployment with the help of macro policy on a purely national basis in the presence of global markets. The third chapter indicates possible effects of misalignments in financial markets on economic growth and employment. The contributions of the fourth chapter present experiences of other countries, which have succeeded in recent years in lowering their unemployment rates. The question at issue is, if these concepts can be transferred to Germany. The topics of the concluding chapter are practical macroeconomic starting points for sustainable employment growth in Europe. The methods contradict supply side arguments for the stabilisation of employment predominant in the German discussion. Attention is focused on relations between the role of monetary and fiscal policy in close conjunction with wage policy. Furthermore it is made evident that in global markets a theoretical macroeconomic concept as a base for sustainable employment is not very promising without enhanced international co-operation.

Available in PDF, EPUB and Kindle. Book excerpt: The fall of communism 25 years ago transformed the political and economic landscape in more than two dozen countries across Europe and Asia. In this volume political leaders, scholars, and policymakers assess the lessons learned from the “great rebirth” of capitalism, highlighting the policies that were the most successful in helping countries make the transition to stable and prosperous market economies, as well as those cases of countries reverting to political and economic authoritarianism. The authors of these essays conclude that visionary leadership, and a willingness to take bold and comprehensive steps, achieved the best outcomes, and that privatization of state-owned enterprises and deregulation were essential to success. Recent backsliding, such as the reversal of economic and democratic reforms in Russia and Hungary, has cast a shadow over the legacy of the transition a quarter century ago, however.

Available in PDF, EPUB and Kindle. Book excerpt: This book addresses the policy questions surrounding the challenge of transforming eastern European economies from their planned, administrative past to vibrant market-based entities. Jozef van Brabant considers in turn, the wider set of challenges facing these economies - stabilization, privatization, liberalization, institution building, and developing and maintaining the sociopolitical consensus - before examining the evolving role of the state. Using concrete examples from the eastern European countries throughout, including the Czech Republic and Bulgaria, this work systematically examines, in a society-wide context, the initial conditions of transformation, the policy tasks ahead and the manner in which policies have been pursued.
