The symposium was held at the lovely campus of Santa Clara University situated around the historic Santa Clara Mission in California. The meeting was made possible by generous grants from the Astron omy and Relativity Branch of the National Aeronautics and Space Administration and the Galactic Astronomy Program of the National Science Foundation. The International Astronomical Union provided travel grants to a few participants from countries with limited travel funds. We are particularly grateful for the support and services rendered by the dedicated staff at NASA's Ames Research Center and to the" SET! Institute for professionally and expeditiously administering the U.S. grants. This symposium brought together 199 scientists representing 19 different coun tries. The wide range of interest and expertise of the participants - all in some way related to interstellar dust - is reflected in the great variety of topics that were discussed during the symposium ranging from UV, visible and IR observations of interstellar extinction to quantum-statistical calculations of the IR emission from highly vibrationally excited molecules. During the course of the meeting, 41 invited review papers and 140 contributed papers were presented. This book is a collection of the invited review papers. The contributed papers have been published in a companion volume, NASA CP-3036, available from National Technical Information Service, Springfield, Virginia 22161, USA.

Interstellar clouds contain nearly all the mass of diffuse gas in our galaxy, some 10% of the total galactic mass. They represent the birth site for stars and the final "dumping ground" for matter ejected from stars (winds, ex plosive ejecta) and thus play an integral part in the galactic recycling of material. Not only are the clouds important for the structure and evolution of our galaxy, they are also interesting objects of study "per se". Because of their vast scales (up to about 100 parsec), extreme temperatures (as low as about lOOK), and long life 8 times (estimated a about 10 years) a number of physical and chemical processes occur in these environments, which we are not able to study elesewhere, certainly not in laboratories. It is for this reason that the meeting, and hence this book, was organized in such a way that firstly the latest observational results were sum m~ized, going from the global, large scales, to finer details and dynamics, then progressing onwards to the processes -dynamical, chemical, electromagnetic, etc.

For the fIrst time, in-situ observations are being made covering the full range of heliographic latitudes. Following the successful gravity-assist manoeuvre at Jupiter in February 1992, Ulysses left the ecliptic plane in a southerly direction and headed back toward the Sun, passing over the southern solar pole in mid-1994. To mark these unique events, the 28th ESLAB Symposium, held in Friedrichs hafen, Germany, on 19-21 April 1994, was devoted to "The High Latitude Helio sphere". Following on from the highly successful 19th ESLAB Symposium "The Sun and the Heliosphere in Three Dimensions" (Les Diablerets, 1985), the purpose of the meeting was to review out-of-ecliptic results from the Ulysses mission obtained to date, and to provide a focus for the fIrst polar pass. Relevant results from other space missions, as well as ground-based and theoretical studies, were also included. Attended by 130 scientists, the main themes of the Symposium were The Sun and Corona, Large-Scale Heliospheric Structure, Energetic Particles in the Heliosphere, Cosmic Rays in the Heliosphere, and Interstellar Gas and Cosmic Dust. The scientifIc programme consisted of a number of Topical Review papers introducing various as pects of these themes, supplemented by a large number of contributed papers (72 in to tal) presented either orally or as posters. Undoubtedly, the excellent poster sessions formed one of the highlights of the meeting.
