Book excerpt: This Guidebook contains information that should be useful to engineers as they consider alternative solutions to traffic safety concerns at side-street STOP controlled intersections. It is the intent of this guide to provide the engineer information to aid in the consideration, selection and deployment of LED STOP signs and ICWS at these intersections. These safety strategies should be included for consideration along with other safety improvements detailed in the TEM and Traffic Safety Fundamentals Handbook such as improving visibility of the intersection with improved signing, pavement marking, and intersection lighting; improving sight distance by providing clear sight triangles on all approaches; selecting appropriate traffic control such as ALL WAY STOP; and reduce conflict points through geometric design such as turn lanes or bypass lanes. A shorter, quick reference version of this guidebook was developed as well and can be found at the link listed above.

Book excerpt: The Strategic Intersection Safety Program Guide is a tool to assist agencies at the State and local levels in developing strategic, systematic approaches for planning, developing, implementing, and maintaining an intersection safety program. It provides insights for how a strategic process for improving intersection safety can influence the selection of future projects that have measurable safety outcomes, such as reduction of specific crash types that help achieve strategic goals. This guide provides a step by step process for a strategic intersection safety program, including steps for the development of specific intersection safety action plans. It can assist in the development of the intersection-related portions of a State Strategic Highway Safety Plan (SHSP) and assist local agencies in aligning their intersection safety programs with the SHSP intersection safety goals. A summary is included of the intersection-related goals and improvement strategies incorporated by States in their current SHSPs as a resource for local agencies creating their own intersection safety program and for State agencies updating their SHSPs or developing an intersection safety program.

Book excerpt: A recent research report released by the U.S. Department of Transportation's National Highway Traffic Safety Administration (NHTSA) has stated that almost 175,000 pedestrians died on U.S roadways between 1975 and 2001. It was also noted in the report that 12% of all deaths related to motor vehicle crashes in the country are pedestrian fatalities. Most of the safety technology to date in vehicles has been applied to protect the occupants in the vehicle. What can vehicle manufacturers do to reduce pedestrian fatalities? With research being focused on two major fronts - methods to sense the presence of pedestrians and warn drivers of their location, and ways to design vehicles that can help not only adults of various age groups to survive an impact between them and a vehicle but also children that are smaller than most adults - the technical papers in this SAE Progress in Technology Series book explore ways the automobile can be designed to help reduce fatalities and injuries when a pedestrian and vehicle meet during an impact.

Book excerpt: Before they begin their university studies, most students have experience with traffic signals, as drivers, pedestrians and bicycle riders. One of the tasks of the introductory course in transportation engineering is to portray the traffic signal control system in a way that connects with these experiences. The challenge is to reveal the system in a simple enough way to allow the student "in the door," but to include enough complexity so that this process of learning about signalized intersections is both challenging and rewarding. We have approached the process of developing this module with the following guidelines: * Focusing on the automobile user and pretimed signal operation allows the student to learn about fundamental principles of a signalized intersection, while laying the foundation for future courses that address other users (pedestrians, bicycle riders, public transit operators) and more advanced traffic control schemes such as actuated control, coordinated signal systems, and adaptive control. * Queuing models are presented as a way of learning about the fundamentals of traffic flow at a signalized intersection. A graphical approach is taken so that students can see how flow profile diagrams, cumulative vehicle diagrams, and queue accumulation polygons are powerful representations of the operation and performance of a signalized intersection. * Only those equations that students can apply with some degree of understanding are presented. For example, the uniform delay equation is developed and used as a means of representing intersection performance. However, the second and third terms of the Highway Capacity Manual delay equation are not included, as students will have no basis for understanding the foundation of these terms. * Learning objectives are clearly stated at the beginning of each section so that the student knows what is to come. At the end of each section, the learning objectives are reiterated along with a set of concepts that students should understand once they complete the work in the section. * Over 70 figures are included in the module. We believe that graphically illustrating basic concepts is an important way for students to learn, particularly for queuing model concepts and the development of the change and clearance timing intervals. * Over 50 computational problems and two field exercises are provided to give students the chance to test their understanding of the material. The sequence in which concepts are presented in this module, and the way in which more complex ideas build on the more fundamental ones, was based on our study of student learning in the introductory course. The development of each concept leads to an element in the culminating activity: the design and evaluation of a signal timing plan in section 9. For example, to complete step 1 of the design process, the student must learn about the sequencing and control of movements, presented in section 3 of this module. But to determine split times, step 6 of the design process, four concepts must be learned including flow (section 2), sequencing and control of movements (section 3), sufficiency of capacity (section 6), and cycle length and splits (section 8). Depending on the pace desired by the instructor, this material can be covered in 9 to 12 class periods.

Book excerpt: Alternative Intersections and Interchanges (A.I.I.s) are designs that improve operations and safety for motorized traffic by strategically adjusting the geometric features at a given location, working on the general principle of redistributing motor vehicle demand at an intersection in an attempt to limit the need to add capacity with new lanes to improve traffic flow. The TRB National Cooperative Highway Research Program's NCHRP Research Report 948: Guide for Pedestrian and Bicyclist Safety at Alternative and Other Intersections and Interchanges provides specific guidance for four common A.I.I.s: Diverging Diamond Interchange (DDI), Restricted Crossing U-Turn (RCUT), Median U-Turn (MUT), and Displaced Left-Turn (DLT). These designs may involve reversing traffic lanes from their traditional directions, which may introduce confusion and create safety issues for pedestrians and bicyclists. In addition, pedestrian paths and bicycle facilities may cross through islands or take different routes than expected. These new designs are likely to require additional information for drivers, bicyclists, and pedestrians as well as better accommodations for pedestrians and bicyclists, including pedestrians with disabilities.

Book excerpt: TRB's National Cooperative Highway Research Program (NCHRP) Report 672: Roundabouts: An Informational Guide - Second Edition explores the planning, design, construction, maintenance, and operation of roundabouts. The report also addresses issues that may be useful in helping to explain the trade-offs associated with roundabouts. This report updates the U.S. Federal Highway Administration's Roundabouts: An Informational Guide, based on experience gained in the United States since that guide was published in 2000.
