North Korea practices a form of "criminal sovereignty" that is unique in the contemporary international security arena. It uses state sovereignty to protect itself from external interference in its domestic affairs while dedicating a portion of its government to carrying out illicit international activities in defiance of international law and the domestic laws of numerous other nations. The proceeds of these activities are used in a number of ways to sustain North Korea's existence and to enable other policies. The authors of this monograph focus on North Korea's Office #39 as the state apparatus that directs illicit activities to include the manufacture and distribution of illegal drugs, the counterfeiting of U.S. currency, and the manufacture and distribution of counterfeit cigarettes. Finally, as Kim Jong-Il becomes more frail, the authors assess how his successor may continue or alter Office #39's activities.--

This book offers the first systematic and cross-cutting account of US foreign policy on transitional justice. It explores the development of US foreign policy on the field from World War I to the present, and provides an in-depth examination of US involvement in measures in Cambodia, Liberia, and Colombia. Annie Bird supports her findings with nearly 200 interviews with key US and foreign government officials, staff of transitional justice measures, and country experts. By "opening the black box" of US foreign policy, the book shows how the diverse and evolving interests of presidential administrations, Congress, the State Department, and other agencies play a major role in shaping US involvement in transitional justice. But how has the Department of Defense with its mixed efforts responded to this new strategic environment? Has it learned anything from past failures? In The New Counterinsurgency Era, David Ucko examines DoD’s institutional obstacles and initially slow response to a changing strategic reality. Ucko also suggests how the military can better prepare for the unique challenges of modern warfare, where it is charged with everything from providing security to supporting reconstruction to establishing basic governance—all while stabilizing conquered territory and engaging with local populations. After briefly surveying the history of American counterinsurgency operations, Ucko focuses on measures the military has taken since 2001 to relearn old lessons about counterinsurgency, to improve its ability to conduct stability operations, to change the institutional bias against counterinsurgency, and to account for successes gained from the learning process. Given the effectiveness of insurgent tactics, the frequency of operations aimed at building local capacity, and the danger of ungoverned spaces acting as havens for hostile groups, the military must acquire new skills to confront irregular threats in future wars. Ucko clearly shows that the opportunity to come to grips with counterinsurgency is matched in magnitude only by the cost of failing to do so.

On 11 September 2001, South Asia Emerged As The Epicentre Of The War Against Terrorism, With The Involvement Of The American And Coalition Forces Against Al Qaeda In Afghanistan. The Development Brought Into Focus Not Only The Spectre Posed By The Threat Of Global Terrorism, But Also The Dangers Which Terrorism Poses Within And Among The Countries Of The Region. In South Asia, There Is A Consensus That Terrorism Has A Negative Impact On Economic Development, But The Assessment Differs Significantly Depending On The Experience Of Individual Countries. There Is, Therefore, A Need To Develop A Common Methodology To Calculate The Costs Of Conflicts Which Should Be Able To Demonstrate, Among Other Things, That Conflicts Are Responsible For The Economic Ills Of Countries. Such An Exercise Would Be Incomplete Without A Better Understanding Of The Economy Of Terrorism, Including The Sources And Methods Of Its Financing And Its Economic Networking. Similarly, There Is Also A Consensus In The Region That Terrorism Undermines And Weakens The Democratic Structure Of Countries, But It Is Not Yet Fully Clear How That Is Done.
