Book excerpt: This book presents pioneering research that is designed to show, from a qualitative and ethnographic perspective, how new information and communication technologies, as applied to the school system and to local governance initiatives, merely reproduce traditional pedagogical approaches and the dominant forms by which power is exercised at the local level. The studies thus constitute points of departure for further thinking about the need to promote an Internet culture based on the social application of a OC right to communication and cultureOCO and an OC Internet right, OCO that will permit the establishment of true citizen participation and free access to knowledge, with due regard to personal and individual rights such as those of privacy and intimacy."

This book was released on 2013-11 with total page 226 pages. Available in PDF, EPUB and Kindle.

Book excerpt: "The one source that sets reference collections on Latin American studies apart from all other geographic areas of the world.... The Handbook has provided scholars interested in Latin America with a bibliographical source of a quality unavailable to scholars in most other branches of area studies." —Latin American Research Review Beginning with volume 41 (1979), the University of Texas Press became the publisher of the Handbook of Latin American Studies, the most comprehensive annual bibliography in the field. Compiled by the Hispanic Division of the Library of Congress and annotated by a corps of more than 140 specialists in various disciplines, the Handbook alternates from year to year between social sciences and humanities. The Handbook annotates works on Mexico, Central America, the Caribbean and the Guianas, Spanish South America, and Brazil, as well as materials covering Latin America as a whole. Most of the subsections are preceded by introductory essays that serve as biannual evaluations of the literature and research under way in specialized areas. The Handbook of Latin American Studies is the oldest continuing reference work in the field. Lawrence Boudon, of the Library of Congress Hispanic Division, has been the editor since 2000, and Katherine D. McCann has been assistant editor since 1999. This book was released on 2020-07-24 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Palgrave Pivot analyzes how six countries in Central America—Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama—connected to and through computer networks such as UUCP, BITNET and the Internet from the 80s to the year 2000. It argues that this story can only be told from a transnational perspective. To connect to computer networks, Central America built a regional integration project with great implications for its development. By revealing the beginnings of the Internet in this part of the world, this study broadens our understanding of the development of computer networks in the global south. It also demonstrates that transnational flows of knowledge, data, and technologies are a constitutive feature of the historical development of the Internet.

Available in PDF, EPUB and Kindle. Book excerpt: This ethnographic study explores how four alternative media projects in El Salvador integrated digital technologies—particularly social media—into their practices, and whether incorporating these technologies affected citizen participation not only in the media production process, but in a broader discursive sphere of civic and political life as well. Summer Harlow investigates the factors that influence the extent to which alternative media producers are able to use digital tools in liberating ways for social change by opening a space for participation in technology (as content producers) and through technology (as engaged citizens). The book advances existing literature with two main contributions: extending our understanding of the digital divide to include inequalities of social media use, and including technology use—whether liberating or not—as a fundamental component of a mestizaje approach to the study of alternative media.

Available in PDF, EPUB and Kindle. Book excerpt: This book discusses how digital inequalities today may lead to other types of inequalities in the Global South. Contributions to this collection move past discussing an access problem – a binary division between ‘haves and have-nots’ – to analyse complex inequalities in the internet use, benefits, and opportunities of people in the Global South region. Using specific case studies, this book underlines how communities in the Global South are now attempting to participate in the information age despite high costs, a lack of infrastructure, and more barriers to entry. Contributions discuss the recent changes in the Global South. These changes include greater technological availability, the spread of digital literacy programs and computer courses, and the overall growth in engagement of people from different backgrounds, ethnicities, and languages in digital environments. This book outlines and evaluates the role of state and public institutions in facilitating these changes and consequently bridging the digital divide.
