Book excerpt: 'Local government is a key topic for EU scholars. Yet, it has been somewhat under-explored, with the literature on the EU having largely neglected it. This book does much to fill this gap by providing an empirical and theoretical account of the role of local government in the EU. It provides a well informed and very thoughtful account of the different relations between the different elements of European local government'. -Neill Nugent, Professor Emeritus of European Politics, Manchester Metropolitan University, UK 'The authors work with the analytical framework of an integration cycle, according to which local government reacts to the impact of EU decisions by adapting its internal organisation and external interactions in order to shape European integration in general and EU policies in particular. Empirically it is shown how complex this cycle is and how its results emerge from an interplay of formal and informal, vertical and horizontal interactions'. -Hubert Heinelt, Retired Professor of Public Administration, Public Policy and Local Politics, TU Darmstadt - Institute for Political Science, Germany This book addresses the 'bigger picture' of local-European relations and adds a new dimension to existing studies on multilevel governance and the Europeanisation of local government. Drawing from a combination of European integration theories and operational approaches, it introduces the idea of an integration cycle in which local government responds to the top-down impact of the EU internally, horizontally and vertically. This volume presents a wide range of empirical examples to demonstrate how local authorities across Europe have changed their practices, orientation and preferences, and adapted their institutions and organisation. By mobilising formally and informally, they participate in European governance and contribute to the future trajectories of European integration, thereby completing the integration cycle. Marius Guderjan is a Lecturer and Researcher in British Politics at the Centre for British Studies at the Humboldt-Universität zu Berlin, Germany. Tom Verhelst is an Assistant Professor in Local Politics at the Centre for Local Politics at Ghent University, Belgium.

This book was released on 2008-11-04 with total page 350 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Decentralization and Local Democracy in the World' constitutes a global reference on decentralization by presenting the contemporary situation of local governments in all regions of the world. The report analyzes local authorities in each continent under three main themes: the evolution of territorial structures; responsibilities and power, management and finances; and local democracy. An additional chapter is dedicated to the governance of large metropolises, where rapid growth presents major challenges, in particular in the fast-developing countries of the South. This report also offers a comparative overview of the different realities concerning the state of decentralization, and how the basic indispensable mechansims for local democracy do, or do not exist in come countries. Relationships between the state and local authorities are evolving toward innovative forms of cooperation. In this context, the role of local authorities in the development of global policies is increasingly recognized. The first Global Observatory on Local Democracy and Decentralization (GOLD) Report is one of the main products of United Cities and Local Governments (UCLG). The GOLD Report is the first of what will be a triennial publication. UCLG represents and defends the interests of local governments on the world stage, regardless of the size of the communities they serve. Headquartered in Barcelona, the organization's stated mission is: To be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests, through cooperation between local governments, and within the wider international community.
Book Synopsis Decentralization, Democracy, and Development by : World Bank
Download or read book Decentralization, Democracy, and Development written by World Bank and published by World Bank Publications. This book was released on 2009-07-02 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: The question of whether political, fiscal, and administrative decentralization improves government effectiveness is hotly debated among researchers and policy makers. 'Decentralization, Democracy, and Development' contributes to the empirical literature on decentralization and the debate on whether it is a viable and desirable state-building strategy for post-conflict countries. This book is a collection of eight papers written by nine authors who were intimately involved in the complex decentralization reform process in Sierra Leone from 2003 07. During this period, Sierra Leone s government established elected district and urban councils across the country, transferred certain responsibilities for primary services and local investment and some financial resources to the new councils, and invested heavily in building the administrative infrastructure and capacity of the local councils. Compared to most other Sub-Saharan African countries that have embarked upon decentralization, Sierra Leone s progress in building local government capacity and restructuring the fiscal system is enviable. The authors conclude that improved security and public services are possible in a decentralizing country and Sierra Leone s progress would not have been possible without significant effort at fiscal decentralization and intensive investment in local government capacity building. The most critical ingredient for this promising but fragile reform process is the dynamic leadership team in charge of promoting the new institutional framework and their persistent effort to achieve quick improvement in the local government system and public services.

Book Synopsis Local Public Finance by : René Geissler
Download or read book Local Public Finance written by René Geissler and published by Springer Nature. This book was released on 2021-04-20 with total page 354 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is based upon a comparative public administration research project, initiated by the Hertie School of Governance (Germany) and the Bertelsmann Foundation (Germany) and supported by a network of researchers from many EU countries. It analyzes both the regimes and the practices of local fiscal regulation in 21 European countries. The book brings together key findings of this research project. The regulatory discussion is not limited to the prominent issue of fiscal rules but focuses on every component of regulation. Beyond this, the book covers affiliated topics such as the impact of regulation for local governments, evolution of regulation, administrative costs and crisis prevention. The various book chapters throughout provide a broad picture of local public finance regulation in theory and in practice, using different theoretical and national lenses for the analysis. Furthermore, the authors investigate the effects of budgetary constraints and higher-level regulatory efforts on local governments and on democracy and public services in every European country. This book fills a gap with respect to the lack of discussion on local government finance from an international, comparative perspective and, in particular, the regulation of local public finance. With its mix of authors, this book will be useful for practitioners as well as for scholars and for theory-driven research.
Book Synopsis The Structure of Local Governments Throughout the World by : Samuel Humes
Download or read book The Structure of Local Governments Throughout the World written by Samuel Humes and published by Springer Science & Business Media. This book was released on 2013-11-11 with total page 263 pages. Available in PDF, EPUB and Kindle. Book excerpt: 1. The purpose The purpose of this study is to gain an insight into and make an introductory comparison of the structure of local government in many countries throughout the world. More specifically the aim is to define and describe in a comparative fashion the various organs of local government and their relationships. The need for, as well as the obstacles encountered in, such a survey are perhaps equally obvious. It is said that he who under stands only his own language knows none. It may just as easily be contended that he who understands only his own govern mental institutions knows none. Governmental comparisons are useful not only to find out how others are governed but also to more fully comprehend the role which one's own governmental institutions play. 1 From a pragmatic point of view there is a still further value in making comparisons of local governments. Local government institutions are constantly undergoing changes. The changes are both formal and informal; they may be evolutionary and revolu tionary. A comparative study of local government can help many countries to take advantage of the experiments and experiences of others. From the beginning of recorded history there are indications of man borrowing heavily from the institutions of his neighbour in organizing his own institutions. In local govern ment there are several examples of countries which have set up their local government systems by wholesale copying the model of another.
