Available in PDF, EPUB and Kindle. Book excerpt: Transforming NATO: New Allies, Missions, and Capabilities, by Ivan Dinev Ivanov, examines the three dimensions of NATO’s transformation since the end of the Cold War: the addition of a dozen new allies; the undertaking of new missions such as peacekeeping, crisis response, and stabilization; and the development of new capabilities to implement these missions. The book explains these processes through two mutually reinforcing frameworks: club goods theory and the concept of complementarities. NATO can be viewed as a diverse, heterogeneous club of nations providing collective defense to its members, who, in turn, combine their military resources in a way that enables them to optimize the Alliance’s capabilities needed for overseas operations. Transforming NATO makes a number of theoretical contributions. First, it offers new insights into understanding how heterogeneous clubs operate. Second, it introduces a novel concept, that of complementarities. Finally, it re-evaluates the relevance of club goods theory as a framework for studying contemporary international security. These conceptual foundations apply to areas well beyond NATO. They provide useful insights into understanding the operation of transatlantic relations, alliance politics, anda broader set of international coalitions and partnerships.

Book excerpt: Over time, public goods, services, and policies have been developed for the welfare of people all over the world, and public finance in particular focuses on challenging issues that are significantly important for the common good of humanity. It is a plausible argument that public economics should be focused on dealing with new challenging issues such as global health crises, global warming, and internet architecture. The Handbook of Research on Challenges in Public Economics in the Era of Globalization evaluates a variety of new challenging issues that have directly affected the world economy in terms of the economic units, institutions, and social life. Covering topics such as democratic decentralization, economic instability, and global health issues, this major reference work is a valuable resource for economists, international business leaders, government officials, sociologists, libraries, researchers, academicians, educators, and students.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the attitudes of political, military and non-state actors towards the idea of a UN Emergency Peace Service, and the issues that might affect the establishment of this service in both theory and practice. The United Nations Emergency Peace Service (UNEPS) is a civil society-led idea to establish a permanent UN service to improve UN peace operations as well as to operationalise the emerging norm of the ‘responsibility to protect’ civilians from atrocity crimes. The UNEPS proposal has received limited support. The book argues that interest in, and support for, the UNEPS proposal is determined by perceptions that it would erode state sovereignty, the extent to which the principles of the proposal are consistent with actors’ views on the world and perceptions on whether UNEPS will realistically be capable of contributing to the workings of the UN and regional peacekeeping systems in areas that are seen to be deficient. This book makes the case for localising the UNEPS proposal so that it is more consistent with attitudes of those consulted for this research. It concludes that the development of a series of less ambitious proposals could be the first steps to creating a rapidly deployable service with the mandate to prevent atrocity crimes. This book will be of much interest to students of peace operations, the Responsibility to Protect, international organisations, IR and security studies.

Book excerpt: A fresh examination of the origins, evolution and future of proposals for a UN 'Legion' - a permanent military force recruited, trained and deployed by the UN. This new book shows how this idea has grown, re-emerged and evolved in direct connection with the development of UN international military forces. The legionnaires have been seen as the future representatives of a modern constabulary, international police or humanitarian chivalry. They have also invariably evoked the idea of mercenaries and resurrected fears of supranational government and a 'world army'. Such a force has been unattainable when needed, not needed when attainable, revealing the deficiencies of the international system in the perspective of a particular task. The idea highlights the inadequacy of the means as compared to the objectives, and the limits of the UN's capacity to adapt itself to new challenges. This study examinmes how the project of a UN 'Legion' is conditional on the viability of the original Utopia, and vice versa. It also argues that the extreme polarization of the debate may reflect a tendency to negate the inherent contradictions of reality, reminding us of the historical dimension of the building of an international organization, a 'work in progress'.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the growing phenomenon of armed banditry in Nigeria and its implication for national security. Nigeria’s banditry crisis and deepening security challenges are fuelled by the existence of vast un(der)governed hinterland and trans-border spaces where various non-state armed groups operate unhindered and outside of the law, engaging in various forms of transnational crime. This book explores the activities of these groups to assess the nature and significance of banditry as a complex threat to security. It does so against the backdrop of reports of increased bandit attacks on farms, markets, mining sites, villages and rural communities, and the rising tide of violent crimes in Nigeria, especially the northern region. This book analyses the factors that are responsible for the emergence of banditry as a recent national and transnational security threat and outlines the contemporary dynamics of Nigeria’s banditry crisis and how it can be mitigated. This book will be of interest to researchers and students in the field of African Studies, International Relations, Security and Strategic Studies, Political Studies, Peace and Conflict Studies, as well as policymakers and practitioners interested in complex security threats and their implications in Nigeria and beyond.

He contends that terrorism has made many of the basic concepts of international relations and national security obsolete. Declaring war on a tactic2terrorism2erodes the clarity necessary for coherent strategy. Dr. Worley then develops what he calls a [beta]guerra strategy[gamma] more appropriate for dealing with terrorism and other nonstate threats.
