Book excerpt: Politics and technology intersect in the international effort to prevent nuclear proliferation. Written for scientists, policy makers, journalists, students, and concerned citizens, The Politics and Technology of Nuclear Proliferation makes a highly complex subject understandable. This comprehensive overview provides information about both the basic technologies and the political realities. Methods of producing weapon materials—plutonium and highly enriched uranium—as well as their use in bombs are described in detail, as is the generally successful international effort to prevent the spread of the ability to make nuclear weapons. In explaining the problems the world will face if nuclear weapons become generally available, Mozley summarizes and reviews the methods used to prevent proliferation and describes the status of those nations involved in trade in nuclear materials. He places emphasis on the danger of attack by renegade nations or terrorist groups, particularly the possibility that weapon material might be stolen from the presently impoverished and unstable former Soviet Union.

Book excerpt: In mid-1980 a second conference for the review of the Non-Proliferation Treaty (NPT) would take place in Geneva. Given the importance of preventing, or at least slowing down, nuclear weapon proliferation, this conference would be a crucial event in the field of arms control and disarmament. For many countries the technical and economic barriers to proliferation had disappeared, and the only remaining barriers were political. In an attempt to contribute to the discussions at the NPT Review Conference, SIPRI assembled a group of experts from a number of countries to discuss the technical aspects of the control of fissionable materials in non-military applications. The meeting took place in Stockholm, 12-16 October 1978. Originally published in 1979, this book on nuclear energy and nuclear weapon proliferation contains the papers presented at the symposium and reflects the discussions at the meeting.

Book excerpt: First published in 1980, the original blurb read: In August – September 1980 the second Review Conference of the Non-Proliferation Treaty (NPT) will take place in Geneva. As this Treaty is the most important barrier to the proliferation of nuclear weapons, the results of the Conference will obviously have major effects in the field of arms control and disarmament. The implications of the recent International Nuclear Fuel Cycle Evaluation (INFCE) are that the technological capabilities of many countries are such that there is no technical solution to the problem of the spread of nuclear weapons to countries that do not now have them. Thus, it appears that if there is a solution at all, it must be political in nature. A possible element in such a political solution is the internationalization of the sensitive parts of the nuclear fuel cycle; that is, those parts that have the potential of producing fissile materials to make nuclear weapons. Although the intricacies of a system of internationalization are still unresolved, the concept, if realized, would provide another powerful political barrier to nuclear weapon proliferation – a reinforcement for the aims of the NPT itself. Against this background, and as a follow-up to its first symposium and the resultant book, Nuclear Energy and Nuclear Weapon Proliferation, SIPRI convened a second international group of experts to continue its discussions of issues pertinent to the forthcoming NPT Review Conference. The meeting took place at SIPRI in Stockholm, 31 October – 2 November 1979, when the feasibility of internationalizing the nuclear fuel cycle was examined. SIPRI’s views on this complex approach are expressed in Part 1 of this book - Internationalization to Prevent the Spread of Nuclear Weapons. Part 2 contains the papers that were presented at the symposium.

Available in PDF, EPUB and Kindle. Book excerpt: The nuclear non-proliferation treaty had recently undergone its third formal review by its signatories, who had assessed its effectiveness and considered how it might better be implemented. This book, originally published in 1987, written by experts many of whom were leading participants in the nuclear non-proliferation treaty regime at the time, examines the whole range of issues connected with nuclear non-proliferation and the treaty. It looks at non-proliferation from the point of view of nuclear nations, non-nuclear nations and the nuclear industry. It assesses the work of the international monitoring bodies and reconsiders the place of non-proliferation in the changing balance of global nuclear power. It concludes by discussing the way forward.

Available in PDF, EPUB and Kindle. Book excerpt: The Nuclear Non-Proliferation Treaty has long been key in non-proliferation and disarmament activities. The Treaty is the major international legal obstacle for states seeking nuclear weapon capabilities. In retrospect, and despite setbacks, the overall impact of the Nuclear Non-Proliferation Treaty has been significant and gratifying. Its continued success is by no means guaranteed. As old nuclear dangers persist and new ones evolve, policies to halt nuclear proliferation are more disparate than at any other time. Nuclear weapons remain an essential part of the security policies of leading states and many developmental states maintain strong nuclear weapon ambitions, while terrorists have actively been seeking nuclear capabilities. In search of an overarching strategy that recognizes both the flaws of the existing non-proliferation regime, and the value of some of the corrections proposed by regime critics, this volume assesses contemporary efforts to stem nuclear proliferation. In doing so, Nuclear Proliferation and International Security examines a number of cases with a view to recommending better non-proliferation tools and strategies. The contributors comprise renowned international scholars, who have been selected to obtain the best possible analyses of critically important issues related to international non-proliferation dynamics and the future integrity of the Non-Proliferation Treaty.

Book excerpt: In the fall of 2010, the Office of the U.S. Department of Energy's (DOE's) Secretary for Science asked for a National Research Council (NRC) committee to investigate the prospects for generating power using inertial confinement fusion (ICF) concepts, acknowledging that a key test of viability for this concept-ignition -could be demonstrated at the National Ignition Facility (NIF) at Lawrence Livermore National Laboratory (LLNL) in the relatively near term. The committee was asked to provide an unclassified report. However, DOE indicated that to fully assess this topic, the committee's deliberations would have to be informed by the results of some classified experiments and information, particularly in the area of ICF targets and nonproliferation. Thus, the Panel on the Assessment of Inertial Confinement Fusion Targets ("the panel") was assembled, composed of experts able to access the needed information. The panel was charged with advising the Committee on the Prospects for Inertial Confinement Fusion Energy Systems on these issues, both by internal discussion and by this unclassified report. A Panel on Fusion Target Physics ("the panel") will serve as a technical resource to the Committee on Inertial Confinement Energy Systems ("the Committee") and will prepare a report that describes the R&D challenges to providing suitable targets, on the basis of parameters established and provided to the Panel by the Committee. The Panel on Fusion Target Physics will prepare a report that will assess the current performance of fusion targets associated with various ICF concepts in order to understand: 1. The spectrum output; 2. The illumination geometry; 3. The high-gain geometry; and 4. The robustness of the target design. The panel addressed the potential impacts of the use and development of current concepts for Inertial Fusion Energy on the proliferation of nuclear weapons information and technology, as appropriate. The Panel examined technology options, but does not provide recommendations specific to any currently operating or proposed ICF facility.

Book excerpt: This third volume of the book series on Nuclear Non-Proliferation in International Law focuses on the development and use of nuclear energy for peaceful purposes within a contemporary global context, an interdependent characteristic of the Non-Proliferation Treaty along with disarmament and non-proliferation. The scholarly contributions in this volume explore this interrelationship, considering the role of nation States as well as international organizations such as the International Atomic Energy Agency (IAEA) in monitoring and implementing the Treaty. The 2015 Nuclear Accord with Iran and its implementation is also discussed, highlighting relevant developments in this evolving area. Overall, the volume explores relevant issues, ultimately presenting a number of suggestions for international cooperation in this sensitive field where political discussion often dominates over legal analysis. The important tasks of limiting the proliferation of nuclear weapons, ensuring the safety and security of peaceful uses of nuclear energy, and achieving nuclear disarmament under strict and effective international control, calls for the interpretation and application of international legal principles and rules in their relevant context, a task that this book series endeavours to facilitate whilst presenting new information and evaluating current developments in this area of international law. Book excerpt: This second Volume in the book Series on Nuclear Non-Proliferation in International Law discusses the legal interpretation and implementation of verification and compliance with the Treaty of the Non-Proliferation of Nuclear Weapons, 1968; the Comprehensive Nuclear Test-Ban Treaty, 1996; and the Treaty establishing the European Atomic Energy Community (EURATOM), 1957. It specifically examines the question, contested in recent academic writings, whether the International Atomic Energy Agency (IAEA) is competent to verify not only the correctness, but also the completeness of national declarations. Topical legal issues of verification and its technical and political limits as well as peaceful settlement of disputes and countermeasures are discussed in-depth. The Series on Nuclear Non-Proliferation in International Law provides scholarly research articles with critical commentaries on relevant treaty law, best practice and legal developments, thus offering an academic analysis and information on practical legal and diplomatic developments both globally and regionally. It sets a basis for a further constructive discourse on the topic at both national and international levels.
