But these hopes were soon eroded by the ineffectiveness and capriciousness of many of the new regimes. In many states military juntas have become the order of the day, and even where juntas have not taken power, political differences have repeatedly degenerated into violent exchanges that do not readily lend themselves to political settlement. Not only the new states have suffered from these problems; indeed, political solutions to conflict have become depressingly conspicuous by their absence. Against this background, the last decade has seen a resurgence of interest in evaluating the political capacity or strength of modern nation-states. In Power without Force, Robert Jackman argues that political capacity has two broad components: organizational age and legitimacy. Thus, it is essential to focus both on institutions conceived in organizational terms and the amount of compliance and consent that leaders are able to engender. The emphasis on each reflects the view that political life centers on the exercise of power, and that, unlike physical force, power is intrinsically relational. Although all states have he capability to inflict physical sanctions, their ability to exercise power is the key element of their political capacity. Drawing on a wide range of studies from political science, sociology, and political economy, Power without Force redirects attention to the central issues of political capacity. By stressing that effective conflict resolution must be addressed in political terms, this volume underscores perennial issues of governance and politics that form the heart of comparative politics and political sociology.

Book excerpt: Less than a year after the United States entered the Second World War, Nicholas Spykman wrote a book that placed the war effort in the broader context of the 1940s global balance of power. In America's Strategy in World Politics, Spykman examined world politics from a realist geopolitical perspective. The United States, he explained, was fighting for its very survival as an independent country because the conquests of Germany and Japan raised the specter of our geopolitical encirclement by hostile forces controlling the power centers of Europe, the Middle East, and East Asia. Spykman warned that the United States could not safely retreat to a defensive position in the Western Hemisphere. Spykman looked beyond the immediate strategic requirements of the Second World War, envisioning a postwar world in which the United States would help shape the global balance of power to meet its security needs. Even though Soviet Russia was our wartime ally, Spykman recognized that a geopolitically unbalanced Soviet Union could threaten to upset the postwar balance of power and thereby endanger U.S. security. Spykman also foresaw the rise of China in postwar Asia, and the likely need for the United States to ally itself with Japan to balance China's power. He also recognized that the Middle East would play a pivotal role in the postwar world. Spykman influenced American postwar statesmen and strategists. During the Cold War, the U.S. sought to deny the Soviet Union political control of Western Europe, the Middle East, and East Asia. Spykman's geopolitical vision of U.S. security, supported by a balanced Eurasian land mass, coupled with his focus on power as the governing force in international relations, makes America's Strategy in World Politics relevant to the twenty-first century.

Book excerpt: This short Article frames foreign relations law as a function of international politics to explore the relationship between the strength of external international political constraints on a state and the levels of judicial deference to the executive in that state. Variation in the structure of international politics -- bipolar, multipolar or unipolar -- likely produces variation in the strength of external constraints on a state. This approach yields a simple descriptive claim and a related predictive claim. The stronger the external constraints on a state, such as the constraints present in multi-polar or bipolar worlds, the greater the likelihood of judicial deference to the executive on institutional competency grounds. Conversely, the weaker the external constraints on a state, such as the constraints present in a unipolar world, the lesser the likelihood of judicial deference to the executive. If this claim is accurate, it leads to a predictive claim that the rate of judicial deference to the executive will likely decrease as long as the United States is the hegemon of a unipolar world. This approach also provides a clearer picture of the overall level of constraint on the executive, helps describe the impact of external constraints on judicial deference, and explores the effects of international politics on the US's engagement with international law.

Book excerpt: Like the postcolonial world more generally, Southeast Asia exhibits tremendous variation in state capacity and authoritarian durability. Ordering Power draws on theoretical insights dating back to Thomas Hobbes to develop a unified framework for explaining both of these political outcomes. States are especially strong and dictatorships especially durable when they have their origins in 'protection pacts': broad elite coalitions unified by shared support for heightened state power and tightened authoritarian controls as bulwarks against especially threatening and challenging types of contentious politics. These coalitions provide the elite collective action underpinning strong states, robust ruling parties, cohesive militaries, and durable authoritarian regimes - all at the same time. Comparative-historical analysis of seven Southeast Asian countries (Burma, Indonesia, Malaysia, the Philippines, Singapore, South Vietnam, and Thailand) reveals that subtly divergent patterns of contentious politics after World War II provide the best explanation for the dramatic divergence in Southeast Asia's contemporary states and regimes.
