Book excerpt: A telling look at today’s “reverse” migration of white, middle-class expats from north to south, through the lens of one South American city Even as the “migration crisis” from the Global South to the Global North rages on, another, lower-key and yet important migration has been gathering pace in recent years—that of mostly white, middle-class people moving in the opposite direction. Gringolandia is that rare book to consider this phenomenon in all its complexity. Matthew Hayes focuses on North Americans relocating to Cuenca, Ecuador, the country’s third-largest city and a UNESCO World Heritage Site. Many began relocating there after the 2008 economic crisis. Most are self-professed “economic refugees” who sought offshore retirement, affordable medical care, and/or a lower–cost location. Others, however, sought adventure marked by relocation to an unfamiliar cultural environment and to experience personal growth through travel, illustrative of contemporary cultures of aging. These life projects are often motivated by a desire to escape economic and political conditions in North America. Regardless of their individual motivations, Hayes argues, such North–South migrants remain embedded in unequal and unfair global social relations. He explores the repercussions on the host country—from rising prices for land and rent to the reproduction of colonial patterns of domination and subordination. In Ecuador, heritage preservation and tourism development reflect the interests and culture of European-descendent landowning elites, who have most to benefit from the new North–South migration. In the process, they participate in transnational gentrification that marginalizes popular traditions and nonwhite mestizo and indigenous informal workers. The contrast between the migration experiences of North Americans in Ecuador and those of Ecuadorians or others from such regions of the Global South in North America and Europe demonstrates that, in fact, what we face is not so much a global “migration crisis” but a crisis of global social justice.

Book excerpt: Offering an in-depth analysis of the impact of the economic crisis (2008–2012) on immigration movements and policies in the U.S. and Europe, the analysis in this book is guided by two key questions: What is the scope of change?; and did the crisis motivate this change or did other factors do so? The contributions to the book find that the crisis had immediate effects on migration patterns – migrants left crisis-stricken countries, naturalised in non-crisis countries where they had previously settled, or stopped migrating to formerly attractive countries which had been negatively affected by the crisis. Whereas prior to the crisis the majority of migrants were highly-skilled, during the crisis there was a shift to vulnerable groups such as low-skilled workers and women. The book also finds that migration policies have indeed changed in times of crisis. However, these changes are neither exclusively restrictions nor liberalisations, but encompass changes in both directions. Despite the coincidence of many policy changes with the crisis, these changes are not primarily induced by the crisis. Instead, politicians rhetorically used the crisis to promote both liberal and restrictive policy changes which were already in the making before the crisis. This book was originally published as a special issue of the Journal of Ethnic and Migration Studies.

Historically or currently, the evidence also clearly shows that migration and migrants transform both the sites where migrants are resident and the places from which migrants travelled. The change is more transformational than previous accounts have established, sometimes involving turning around dead cities and towns into vibrant local economies and reconstructing food networks for entire regions and nations. This book also raises serious analytical questions about three bodies of literature: mainstream economic accounts of migration, environment, and inequality; mainstream sustainability science and alternatives to it (e.g. ecological economics); and conservative and nativist claims about population problems and alternatives to them centred only on the freedom that a borderless world could create. Obeng-Odoom argues that much of the crisis of migration and sustainability can be understood as a reflection of global long-term inequalities and cumulative stratification, reflected at different scales in the global system, though the form of migration is conditioned by more than economic forces. The so-called migration crisis, therefore, seems quite routine and familiar. It is an outward expression of the political-economic system in which socially created value is privately appropriated as rents by a privileged few who use institutions such land and property rights, race, ethnicity, class, and gender to keep others in their place in the global economic and stratification ladder"--
