REDD+ institutionalization in Indonesia has focused on technicalities rather than on directly addressing socioeconomic and political drivers of deforestation and forest degradation. The rate of deforestation has decelerated enough to result in two REDD+ payments. However, transformational change in the forestry and broader land-use sector has not progressed far enough. REDD+ is inherently multilevel and multisectoral. However, much information, action, knowledge exchange and decision making on REDD+ is concentrated within relatively few organizations. It shows how neoliberal environmental approaches to climate change, of which REDD+ is a leading example, increase the severity of political contestations that must be overcome to reach global climate mitigation goals, and how recent incarnations of REDD+ have tended to forget earlier scholarly advice to couple anti-deforestation approaches with policies that reduce industrial carbon emissions. In Indonesia, tectonic political and economic forces are shown to have negatively impacted REDD+ implementation. Using a political ecology approach, the book links the literature on REDD+ with that covering Indonesia’s recent democratic regression, highlighting how the country’s environmental performance is inextricably linked to the timbre of its political governance. Given the severity of the political contestations that must be overcome to reach its stated goals, REDD+ cannot replace global policies that drastically reduce industrial carbon emissions. They have long been harvested by local people to meet their daily needs. Since the 1970s, a combination of demographic, economic and policy factors has driven forest exploitation at the industrial scale and resulted in growing deforestation. Key factors behind the forest loss and land use change in present-day Indonesia are the expansion of oil palm, plywood production and pulp and paper industries. Oil palm has been one of the fastest-growing sectors of the Indonesian economy, increasing from less than 1 million hectares in 1991 to 8.9 million hectares in 2011. The plywood and pulp and paper industries have also expanded significantly since the log export ban in 1985. All three sectors have contributed to deforestation. Several measures are being taken to reduce the loss of tropical forests in Indonesia. These measures are driven by growing global concern about the impact of deforestation on biodiversity and global warming and the Indonesian governments commitment to reduce greenhouse gas emissions. A major policy initiative revolves around developing renewable energy from biomass that can be sourced from oil palm, sugar, cassava, jatropha and timber plantations. This paper analyzes these measures and assesses the conditions under which they may be most effective.

Yet, like many programs in the past, some doubt that REDD will be smoothly implemented. This paper tries to revisit some of the major obstacles put forward by scholars and practitioners. These include the issue of leakage and land tenure insecurity, as well as the issue of carbon pricing which are crucial in determining whether or not incentive offered by REDD is more attractive than incentives to deforest. A discussion about factors that contribute to leakage and land tenure insecurity is then followed by a simple calculation to predict whether price of carbon credit per hectare offered at REDD Project in Ulumasen Forest is much more interesting than revenue obtained from logging that one hectare. This calculation indicated that the incentive to forest logging surpassed the incentive to conserve as a result of carbon credit. It is recommended that careful and transparent feasibility study prior to REDD implementation to avoid its inevitable marginalizing impacts particularly for forest-dependent people.
