Different perceptions of human rights are an underlying source of mutual misunderstanding and mistrust. Frictions on human rights issues affect other issues in the bilateral relationship, including those related to economics and security. China's weak rule of law and restrictions on information affect U.S. companies doing business in the PRC. People-to-people exchanges, particularly educational and academic ones, are often hampered by periodic Chinese government campaigns against "Western values." For many U.S. policymakers, human rights conditions in China represent a test of the success of overall U.S. policy toward the PRC. Some analysts contend that the U.S. policy of cultivating diplomatic, economic, and cultural ties with China has failed to promote meaningful political reform, and that without fundamental progress in this area, mutual trust and cooperation in other areas will remain difficult to achieve. The U.S. government has employed an array of efforts and tactics aimed at promoting democracy, human rights, and the rule of law in China, although their effects have been felt primarily along the margins of the PRC political system. Many analysts have observed that China's leaders have become less responsive to international pressure on human rights in recent years. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

The foundations, however, have also committed themselves to strengthening democratic political and societal structures abroad. They complement the official German foreign policy, but choose their own priorities and strategies. The focus of this thesis is the German political foundations as actors in democracy assistance. 'Democracy assistance' focuses less on the aspects of technical assistance but much more on political parties and the promotion of civil society as the backbone of democracy. Democracy assistance is a relatively recent international development activity of governments and international organizations. In recent years the international community has come to realize the importance of political parties and a well-functioning political party system for the process of democratisation. Here the German political foundations are working internationally as actors in democracy assistance - independent from the German government but at the same time fully state-funded. The objectives of this dissertation are to understand the work and strategies of the German political foundations as actors in the context of democracy assistance abroad, research their partner spectrums on selected countries, to identify their short comings and to give an outlook of the foundations work in the future in the fast-changing global political environment.

The operative term here is adjustment rather than renovation because there has not been a fundamental transformation of Chinese foreign policy or "setting up of a new kitchen" in foreign affairs. Several continuities in Chinese diplomacy are still evident. The People’s Republic of China (PRC) has not wavered from its overarching strategy of rising through peaceful development. The PRC is still an active participant and leader in, or shaper of, global and regional regimes even as it continues to push for reforms of the extant order, towards an arrangement which it thinks will be less unjust and more equitable. It seeks to better "link up with the international track", perhaps even more so under Xi’s stewardship. Yet amidst these continuities, it is clear that there have been some profound shifts in China’s foreign policy.
