Markovits and Simon Reich sketch diametrically different interpretations than are frequently offered by commentators. One is that Germany, well aware of the Holocaust, has been 'Europeanized' and is now prepared to serve as the capitalist and democratic locomotive that powers Europe. The other is that the proclivities behind Auschwitz have been suppressed rather than obliterated from the German psyche. Germany's liberal democracy was imposed by the allied victors, according to this view, and will one day dissolve, revealing the old expansionist tendencies to try to 'Germanize' all of Europe. Markovits and Reich argue that benign contemporary assessments of Germany's postwar democracy, combined with admiration for the country's economic achievements, contribute to German influence far greater than military might was able to achieve. Yet, at the same time, some Germans have internalized liberal and pacifist principles and now see their nation as powerless, simply a larger Switzerland. As a result, while the Germans have enormous influence and latitude, they have not taken responsibility for leadership. The prime reason for this gap beween ideology and structure, Markovits and Reich suggest, lies in the politics of collective memory.

This volume, a collection of papers presented at the International Cultural Exchange Symposium, examines the study of international cultural exchange and the role that cultural factors play in contemporary international relations. The book explores the state of this yet-to-be-recognized field, identifying the conceptual, methodological, and administrative problems involved in cultural exchange, and recommending measures that could improve the quality, effectiveness, and costs of international programs. Although the primary focus remains on the issues of U.S.-Japanese exchange, broader themes that touch upon cultural relations in general are also discussed. Book excerpt: Educating Across Borders is an ethnography of the learning experiences of transfronterizxs, border-crossing students who live on the U.S.-Mexico border, their lives spanning two countries and two languages. Authors María Teresa de la Piedra, Blanca Araujo, and Alberto Esquinca examine language practices and funds of knowledge these students use as learning resources to navigate through their binational, dual language school experiences. The authors, who themselves live and work on the border, question artificially created cultural and linguistic borders. To explore this issue, they employed participant-observation, focus groups, and individual interviews with teachers, administrators, and staff members to construct rich understandings of the experiences of transfronterizx students. These ethnographic accounts of their daily lives counter entrenched deficit perspectives about transnational learners. Drawing on border theory, immigration and border studies, funds of knowledge, and multimodal literacies, Educating Across Borders is a critical contribution toward the formation of a theory of physical and metaphorical border crossings that ethnic minoritized students in U.S. schools must make as they traverse the educational system.
