Available in PDF, EPUB and Kindle. Book excerpt: The United States spends considerable sums on international cooperation in research and development (ICRD). Policymakers have expressed concerns about these cooperative activities. Some fear that the United States is paying more than its fair share of the work's cost. Others worry that the country is giving away critical technologies to potential foreign competitors. Additional concerns have been voiced that cooperative programs subordinate the interests of true science to strategic or political ends. These claims are difficult to test, however, for a number of reasons: the large number of projects; the long timelines of projects; and the focus on reporting research results, not measuring larger benefits. This report uses information from the RAND RaDiUS research and development (R&D) database, complemented by agency interviews, to catalogue international cooperative R&D and to construct a framework for assessing benefits the United States may derive from participation in such research. Based on the framework of metrics developed for this project, the author also presents a case study examining cooperation in earthquake sciences and seismology to test the ability of these metrics to provide feedback on benefits.

Book excerpt: This open access book is an encyclopaedic analysis of the current and future energy system of the world’s most populous country and second biggest economy. What happens in China impacts the planet. In the past 40 years China has achieved one of the most remarkable economic growth rates in history. Its GDP has risen by a factor of 65, enabling 850,000 people to rise out of poverty. Growth on this scale comes with consequences. China is the world’s biggest consumer of primary energy and the world’s biggest emitter of CO2 emissions. Creating a prosperous and harmonious society that delivers economic growth and a high quality of life for all will require radical change in the energy sector, and a rewiring of the economy more widely. In China’s Energy Revolution in the Context of the Global Energy Transition, a team of researchers from the Development Research Center of the State Council of China and Shell International examine how China can revolutionise its supply and use of energy. They examine the entire energy system: coal, oil, gas, nuclear, renewables and new energies in production, conversion, distribution and consumption. They compare China with case studies and lessons learned in other countries. They ask which technology, policy and market mechanisms are required to support the change and they explore how international cooperation can smooth the way to an energy revolution in China and across the world. And, they create and compare scenarios on possible pathways to a future energy system that is low-carbon, affordable, secure and reliable.

Available in PDF, EPUB and Kindle. Book excerpt: The United States and China are the world's top two energy consumers and, as of 2010, the two largest economies. Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.

Book excerpt: What is Russia's potential as a partner in the global race towards a low-carbon economy? This book provides a balanced analysis of Russia's impressive, understudied and sometimes surprising strengths in the renewable energy sector. The work is a first of its kind, exploring the significant political and economic obstacles to developing renewable energy in Russia. The volume explores whether effective partnerships may be achieved by combining Russia's excellence in basic research and its diverse natural resources with Western management skills - and aiming for innovation and exports. Solar power, electricity reform, market niches for renewable energy and Nordic-Russian partnership are all examined in detail. Providing crucial insights for academics, policy-makers and business actors seeking to cooperate with Russian partners, this groundbreaking book raises the vitally important question of how key countries such as Russia will approach global climate politics and their own energy supply in the post-Kyoto world.

Available in PDF, EPUB and Kindle. Book excerpt: The intricacies, politics, and prospects of international cooperation, particularly with China, to address climate change. No country in the world releases more greenhouse gases than China. And no country has a greater capacity—and ambition—to mitigate climate change. This deeply informed, urgently needed book examines the global cooperation such a monumental effort demands and inspires, necessarily focusing on China’s outsize role in the development and dissemination of clean energy technologies. Drawing on decades of work in clean energy and climate technology and policy, Joanna Lewis provides a clear and thorough account of the motivations, science, and politics behind international clean energy technology collaboration—and an in-depth look at why different clean energy partnerships result in different political and technological outcomes. The first comprehensive analysis of international clean energy partnerships with China, Cooperating for the Climate is based on hundreds of interviews with government officials, researchers, and private companies involved in these collaborative initiatives around the world. Its insights into energy innovation and international relations, as well as global environmental politics, will help international stakeholders navigate the complex political bureaucracy governing clean energy development in China and perhaps chart a productive pathway for moving the world toward a low-carbon future.

Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press and Global Public Policy Institute publication The global market for oil and gas resources is rapidly changing. Three major trends—the rise of new consumers, the increasing influence of state players, and concerns about climate change—are combining to challenge existing regulatory structures, many of which have been in place for a half-century. Global Energy Governance analyzes the energy market from an institutionalist perspective and offers practical policy recommendations to deal with these new challenges. Much of the existing discourse on energy governance deals with hard security issues but neglects the challenges to global governance. Global Energy Governance fills this gap with perspectives on how regulatory institutions can ensure reliable sources of energy, evaluate financial risk, and provide emergency response mechanisms to deal with interruptions in supply. The authors bring together decisionmakers from industry, government, and civil society in order to address two central questions: •What are the current practices of existing institutions governing global oil and gas on financial markets? •How do these institutions need to adapt in order to meet the challenges of the twenty-first century? The resulting governance-oriented analysis of the three interlocking trends also provides the basis for policy recommendations to improve global regulation.
