I am very pleased to appear today in support of the International Convention on the Elimination of All Forms of Racial Discrimination. I have a formal statement, which I believe has been distributed. And I ask that that written statement be made a part of the record. The Chairman. That will be done without objection. Mr. Patrick. Mr. Chairman, I will be brief in my remarks. It is particularly appropriate, in our view, that this committee should take up this Convention, since it draws so heavily on the principles and protections developed in this country through many years of struggle in Congress and in the courts.
