Book excerpt: Purpose - The purpose of this paper is twofold. First, the study aims to test whether expectations are adaptive in the Auckland housing market. The second purpose is to examine the interplay between expectations and Auckland housing prices.Design/methodology/approach - In this study, two vector error correction models (VECM) are built: one VECM includes survey-based expectations and another one encompasses model-based expectations with the assumption that property investors' expectations are adaptive. The paper goes on by comparing and examining the results of Granger causality tests and impulse response analyses.Findings - The findings reveal that Auckland property buyers' expectations are adaptive. In addition, this study provides some evidence of a feedback cycle between Auckland housing prices and expectations.Research limitations/implications - This study posits that Auckland property buyers' expectations in the next 12 months are based on three-year price movements with more emphasis being placed on recent price history. This assumption may not be an accurate reflection of true expectations.Practical implications - This paper helps policymakers to deepen their understanding of Auckland property buyers by showing that their expectations form through the extrapolation of the past price trend.Originality/value - The study possibly marks the first attempt to test and compare the relationship between housing prices and two forms of expectations: survey-based and model-based. Additionally, this study is probably the first one that empirically examines whether there is a feedback cycle between expectations and property prices in the Auckland housing market.Full paper available at http://dx.doi.org/10.1108/IJHMA-12-2019-0122.

The National Policy Statement on Urban Development Capacity (NPSUDC) mandates that plans of high and medium growth regions and cities should provide development capacity to meet long-term housing demand and improve housing affordability. The success of the NPSUDC relies on the responsiveness of housing prices to changes in land supply. Results from a calibrated model show that a 10 per cent decrease in Auckland's housing prices requires land supply to increase by 17 per cent, equivalent to 78,000 additional dwellings. A 50 per cent decrease in prices requires a 184 per cent increase in land supply, equivalent to 385,000 additional dwellings. However, price responsiveness is decreasing as preferences to stay or settle in Auckland become stronger. That is, increasingly large changes on land supply are needed to achieve price decreases. The local Council has a big challenge to re-evaluate its properties to accommodate more people. This situation has provided an opportunity to investigate and explore appropriate international models for 'affordable' high-density housing. With the constraint of land availability and the rising housing market, the typical kiwi dream of a detached house is now out of reach for many people. Higher density housing will be the main driver of future Auckland urban development. Indeed, it is a cost-effective way of accommodating a lot of people & offers the potential to provide more amenities for them. However, 'High level of compactness' is different compared to 'High-density living'. Multi-unit housing has to be intelligent enough to accommodate all the needs and comfort level, and sustainable enough to create mixed-use, highly livable, economically vibrant, communities. Plus, a big proportion of it, especially near the inner city, needs to be 'affordable". This thesis aims to develop a proposal for a Council-owned site in Freemans Bay, Auckland. It will analyse four major architectural aspects in response to the current housing crisis, which includes 'Affordability, Quality, Community and Density'. Analyzing and integrating those perspectives will constitute 'an alternative housing strategy for Auckland'. This thesis will show that affordability and quality living environment can be combined and collaborate simultaneously. The key to achieving this goal is through introducing new affordability approach, quality unit-planning principles, co-housing scheme, and optimal quality density. By challenging the traditional apartment living, 'High-density affordable quality community' housing' is a response to current Auckland housing crisis.

For National, the regulation of land uses had constrained the capacities of housing markets to respond to increasing housing demand resulting in a supply shortage driving up the price of housing. This supply problem formed the core of National’s policy approach which attempted to liberalise the regulation of land uses and construction to increase the supply of new housing entering the market. The development of housing affordability as a problem of house prices in relation to incomes, however, involves a wider set of factors than those addressed by National. Following Bacchi’s (2009) approach to analysing policy, this thesis examines some of the exclusions within National’s representation of the problem of housing affordability . Policy does not merely respond or react to existing social problems, it actively constructs and represents aspects of the situation as being a problem which is to be addressed. This thesis finds that National’s representation of housing affordability as a problem cites and iterates a wider set of assumptions about the importance and role of housing in New Zealand and highlights some of the ways in which we are governed. But while National made use of different measures to establish the problem of housing affordability and centred home ownership in its policy approaches, it left the acute affordability problems of many low-income households largely unaddressed.
