Book excerpt: This interim evaluation of the Internal Security Fund-Police (2014-2020) aims at evaluating the progress and contribution made by the Programme in achieving its objectives as laid out in Specific Regulation (EU) 513/2014. The evaluation is also expected to contribute to the preparation of the next generation of funding instruments, in the framework of the preparation of the Multiannual Financial Framework post-2020. Six evaluation criteria - effectiveness, efficiency, relevance, EU added value, sustainability and coherence - and their corresponding questions have been examined as part of the evaluation. The period of the interim evaluation covers the first three and a half years of the implementation of ISF-Police from January 2014 up to June 2017. In light of the increasing challenges in the area of security in the recent decade, home affairs policies have had increasing importance and specifically in the area of the fight against cross border organised and serious crime. The adoption of new technologies by criminal networks, the internationalisation and professionalisation of criminal groups and the growing threat of terrorism and risks to critical infrastructure have been the emerging threats that have required enhanced cooperation at EU level. The Lisbon Treaty transferred police and judicial cooperation in criminal matters under the Community method and gave more powers to the Union in this area. The adoption of the Internal Security Strategy and of the European Agenda on Security and further defined such cooperation. Within this operating context, ISF-Police and its predecessors ISEC and CIPS provided financial means for actions aimed at prevention and fight cross-border and organised crime, including terrorism and protection of risks and crises. The implementation of the Fund takes place in the context of heightened security challenges, new security threats and new paradigms on law enforcement and capacity constraints at national level to address these cross border issues.

The purpose of this report is to present the findings of the evaluation. The assignment concerns an interim evaluation of the actions financed by ISF-Police since the start of implementation in January 2014 up to 30th June 2017. The specific purpose of the ISF-Police interim evaluation is to: Inform about the achievements of the ISF-Police in the implementation period 2014-2017 and contribute to assess whether actions implemented go in the direction to achieve the general, the two specific objectives and the operational objectives as set out in the legal base, Regulation (EU) No 513/2014, Article 3; Ensure transparency and accountability in the implementation of the ISF-Police; Contribute to making the implementation of the ISF-Police, as well as the implementation of the future EU instruments in the fields covered by ISF-Police more relevant, effective, efficient, sustainable and bearers of EU added value, as well as to their simplification and reduction of administrative burden; Examine the extent to which ISF-Police's different instruments (National Programmes, technical assistance, Union Actions, emergency actions) support each other. The legal basis for the evaluation of the ISF-Police is Article 55(2) and correlating Article 57(2) of Regulation (EU) No 514/2014. The following elements form part of the scope of the study: -Actions supported under the ISF-Police National Programmes of the 26 participating MS; -ISF-Police Union Actions supported under the 2014, 2015 and 2016 Annual Work Programmes; -ISF-Police Emergency Assistance supported under the 2014, 2015 and 2016 annual work programmes; -Activities supported by technical assistance. The scope of the interim evaluation is summarised in Table 1. The Final Report is expected help the Commission services to meet their obligation to deliver their report of the interim evaluation on 30th June 2018. This report aims to report on the progress and issues faced by Member States and the Commission in the implementation of the actions funded by ISF-Police. It provides recommendations and suggestions per evaluation criterion. The interim evaluation also aims to contribute to the preparation of the next generation of funding instruments (the successors of AMIF and ISF), in the framework of the preparation of the Multiannual Financial Framework post-2020.
