Book Synopsis The New International Telecommunication Regulations and the Internet by : Richard Hill
Download or read book The New International Telecommunication Regulations and the Internet written by Richard Hill and published by Springer Science & Business Media. This book was released on 2014-03-25 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a clear and thorough account of the process leading up to the revision of the International Telecommunication Regulations (ITRs) one of the four treaties administered by the ITU. The author’s inside view of the events and his legal analysis of the new ITRs, are different from that what has been aired in most other accounts to date. His systematic approach shows how much of the criticism of the WCIT-12 process and of the ITRs themselves, is unjustified. This book provides the most accurate view to date of what the ITRs really mean and of what really happened at WCIT-12, which was undoubtedly a key event in the history of telecommunication policy and which is likely to have significant long-term effects. The book covers in some detail the events leading to the non-signature of the treaty by a significant number of states, outlines possible consequences of that split between states, and offers possible ways forward. The book includes a detailed article-by-article analysis of the new ITRs, explaining their implications and concludes with recommendations for national authorities. It concludes with an analysis of events from the point of view of dispute resolution theory, offering suggestions for how to avoid divisive outcomes in the future. "This is an excellent book, and quite rich and comprehensive. The topic is important and the book will surely be of interest to regulators, diplomats, policy experts, and all those who participated in WCIT. The author is uniquely qualified to write an analysis of the new ITRs and an account of the Conference. This book will be a good reference for the next Plenipotentiary Conference to be held in 2014 which is going to discuss follow-up to WCIT-12." Naser al-Rashedi, United Arab Emirates. "This is an authoritative expert account of a moment of high significance for vital issues with respect to international networks." Professor Dan Schiller, University of Illinois. "This is an excellent and timely work." Professor Ian Walden, Queen Mary, University of London. "Interested persons, businesses and governments can draw their policies from the assessments of a telecommunications insider as presented in this book. The manifold arguments enlightening the interpretation of the provisions of the ITRs might become an invaluable guidance for those who apply the ITRs in the future." Professor Dr. Rolf H. Weber, University of Zurich.

Available in PDF, EPUB and Kindle. Book excerpt: Since the revolution in modern telecommunications that followed the invention of the telegraph, telecommunication networks have provided channels for the fast delivery of communications across national borders. This transnational nature of telecommunication networks have led to the establishment of international regulatory regimes on the subject. On the other hand, developing countries consider regional economic integration as a major strategy for promoting trade and development, telecommunications have been seen within this context as a strategic tool for facilitating regional economic integration. This has also led to the establishment of regional telecommunication regulatory regimes that aim to promote regional integration and regulatory harmonization. This book discusses telecommunication regimes established by international and regional organizations such as the United Nations, the International Telecommunication Union, the World Trade Organization, the African Union, the Economic Community of West African States, and the Southern African Development Community, among a number of others. It will be relevant to policy makers, regulators, lawyers, law students, investors and telecommunication operators, as well as any person interested in international and African regional telecommunication regimes.
Book Synopsis Changing the Rules by : Robert W. Crandall
Download or read book Changing the Rules written by Robert W. Crandall and published by Brookings Institution Press. This book was released on 2001-06-29 with total page 444 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since 1971 competition has begun to replace regulation as a governing force in the telecommunications industry. The breakup of the national telephone monopolies, technological advances, and the worldwide network in telecommunications have brought a revolution in the telecommunications equipment and services industries. These changes have forced legislators and regulators to rethink public policy toward communications. The papers in this book were first presented at a conference organized by Robert Crandall and Kenneth Flamm, pulling together a group of industry professionals and scholars to address the far-reaching implications of the upheaval in the communications industry. The contributors analyze the effects of this increasing competition on standardization, technical innovation, and international rivalry. Changing the Rules offers possible policy options and analyzes their potential effects on the future market structure and the competitive positions of the U.S. computer and communications industries.

Book Synopsis Global Markets and Government Regulation in Telecommunications by : Kirsten Rodine-Hardy
Download or read book Global Markets and Government Regulation in Telecommunications written by Kirsten Rodine-Hardy and published by Cambridge University Press. This book was released on 2013-03-25 with total page 231 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent years, liberalization, privatization and deregulation have become commonplace in sectors once dominated by government-owned monopolies. In telecommunications, for example, during the 1990s, more than 129 countries established independent regulatory agencies and more than 100 countries privatized the state-owned telecom operator. Why did so many countries liberalize in such a short period of time? For example, why did both Denmark and Burundi, nations different along so many relevant dimensions, liberalize their telecom sectors around the same time? Kirsten L. Rodine-Hardy argues that international organizations – not national governments or market forces – are the primary drivers of policy convergence in the important arena of telecommunications regulation: they create and shape preferences for reform and provide forums for expert discussions and the emergence of policy standards. Yet she also shows that international convergence leaves room for substantial variation among countries, using both econometric analysis and controlled case comparisons of eight European countries.
Book Synopsis Global Telecommunications Regulation by : Kelley Lee
Download or read book Global Telecommunications Regulation written by Kelley Lee and published by Burns & Oates. This book was released on 1996 with total page 232 pages. Available in PDF, EPUB and Kindle. Book excerpt: This text provides a study of the International Telecommunications Union, one of the UN's specialized agencies, from a political economy perspective. The author argues that global ownership and control of information and communication technologies is one of the foremost strategic issues faced by government and industrial interests. She suggests that the ITU (International Telecommunications Union) has a crucial role to play as a UN specialized agency, but has been largely ignored in the international relations literature. Lee concludes that existing theories of international organisation are both descriptively and conceptually inadequate and unable to explain recent developments in the evolution of the UN specialised agencies.

Yurow and published by Washington, D.C. : George Washington University, Center for Telecommunications Studies. This book was released on 1983 with total page 294 pages. Book excerpt: Designed to provide the legal practitioner with the basic tools to understand the international telecommunications field, this document was originally prepared in connection with the 1983 Conference on International Telecommunications. An introductory chapter focuses on where policy is made and lists international organizations involved with telecommunications policy; United States Government Executive Branch Agencies, their functions, and staff; and relevant congressional committees and their key members, staff, and current interest in international telecommunications. Other pertinent legislative branch organizations are also described. Separate chapters then cover the International Telecommunication Union, regulatory environment, transborder data flow, telecommunications and trade policy, and intellectual property. For each topic, an introductory essay describing important developments and major concerns is followed by selected materials which include United States laws, regulations, and proposed legislation; judicial and administrative decisions; treaties and agreements; a description of the ongoing activities of key international organizations; a description of the Executive Branch Interagency and Public Advisory Committees; a selected bibliography; and additional information. A glossary and conclusions are provided. (LMM)
