For almost three decades after World War II, even as national policies promoted suburban sprawl, the federal government underwrote renewal efforts for cities that had suffered during the Great Depression and the war and were now bleeding residents into the suburbs. In Saving America’s Cities, the prizewinning historian Lizabeth Cohen follows the career of Edward J. Logue, whose shifting approach to the urban crisis tracked the changing balance between government-funded public programs and private interests that would culminate in the neoliberal rush to privatize efforts to solve entrenched social problems. A Yale-trained lawyer, rival of Robert Moses, and sometime critic of Jane Jacobs, Logue saw renewing cities as an extension of the liberal New Deal. He worked to revive a declining New Haven, became the architect of the “New Boston” of the 1960s, and, later, led New York State’s Urban Development Corporation, which built entire new towns, including Roosevelt Island in New York City. Logue’s era of urban renewal has a complicated legacy: Neighborhoods were demolished and residents dislocated, but there were also genuine successes and progressive goals. Book excerpt: Since the end of the civil rights era in the sixties it has become increasingly clear that social and political conflicts cannot be resolved entirely at the national level. Struggles between residents of poor neighborhoods and local interest groups or public authorities present some of our most explosive domestic political problems today. This study seeks insight into these problems through an analysis of efforts during the sixties to organize the poor to pursue their interests in local decision-making processes. David J. O'Brien holds that both organizers and scholarly observers of the grass-roots movement have failed to understand properly the process by which interest groups are formed. Arguing that the demise of neighborhood organization cannot be attributed to supposedly unique social, psychological, or cultural characteristics of the poor, he develops an analytical framework that emphasizes the strategic role of incentives and organizational resource problems. This framework helps explain not only the failure of organizers in the sixties to grasp the problems of interest group formation, but also the assumptions that prevented them from identifying the source of their frustration. The author assesses the different approaches that have been taken to neighborhood organization, and outlines a model for future efforts. Originally published in 1976. In the recent two decades, the Chinese urban housing stock underwent a significant, if not extreme, transformation. From 1949 to 1998, the urban housing stock in China largely depended on the public sector, and a large amount of public housing areas were developed under the socialistic public housing system in Beijing and other Chinese cities. Yet in 1998, a radical housing reform stopped this housing system. Thus, most of the public housing stock was privatized and the urban housing provision was conferred to the market. The radical housing privatization and marketization did not really resolve but intensified the housing problem. Along with the high-speed urbanization, the alienated, capitalized and speculative housing stock caused a series of social and spatial problems. The Chinese government therefore attempted to reestablish the social housing system in 2007. However, the unbalanced structure of the Chinese urban housing stock has not been considerably optimized and the housing problem is still one of the most critical challenges in China.

Contrary to the conventional wisdom held by many since the modern era, the concern with sustainability has been much exaggerated and distorted, to the point that it is fast becoming a new intellectual fad, so that its dark sides have been unwarrantedly ignored or downgraded. This is not to say, however, that the literature on sustainability in urban planning (and other related fields) hitherto existing in history has been full of nonsense. Indeed, on the contrary, much can be learned from different theoretical approaches in the literature. The important point to remember here, however, is that this book provides an alternative (better) way to understand the nature of sustainability in urban planning (and other related fields), which learns from different sides of the debate but in the end transcends them all. The urgency of this inquiry should not be underestimated, as it concerns not only urban planning (as a case study here) but also other highly related yet very serious challenges in our time (e.g., ecological, economic, demographic, technological, moral, spiritual, political, and the like). Therefore, if true, this seminal view will fundamentally change the way that we think about the issue of sustainability, with its enormous implications not only for understanding the future of urban planning, in a small sense—but also for predicting the relevance of sustainability in relation to the entire domain of human knowledge for the human future and what I originally called its “post-human” fate, in a broad sense.
