Book excerpt: The goals of nonstructural flood-control planning are formulation, evaluation, selection, and implementation of a practicable management plan that provides optimal protection from the adverse effects of flooding. Many alternative flood-control measures can be dismissed by the water resources planner on the basis of judgement, but a substantial number will require detailed analysis before a suitable plan can be selected. This analysis is an iterative process, requiring input from the planar at each step. Software developed at the Hydrologic Engineering Center (HEC) allows efficient data storage in a structure-oriented data bank and provides for selective retrieval and manipulation of the data from an interactive terminal. Thus the planner is able to propose nonstructural measures and to evaluate rapidly the economic and technical feasibility of those measures in a iterative scheme that allows the required input from the planner. An application of the interactive plan evaluation software is presented. Steps in creating the data bank are defined, and use of the software for subsequent accessing and manipulating the data for plan evaluation is discussed. (Author).

Floodplain Management outlines a new paradigm for flood management, one that emphasizes cost-effective, long-term success by integrating physical, chemical, and biological systems with our societal capabilities. It describes our present flood management practices, which are often based on dam or levee projects that do not incorporate the latest understandings about river processes. And it suggests that a better solution is to work with the natural tendencies of the river: retreat from the floodplain by preventing future development (and sometimes even removing existing structures); accommodate the effects of floodwaters with building practices; and protect assets with nonstructural measures if possible, and with large structural projects only if absolutely necessary.

An application is presented in which optimal reservoir flood control plans for a three reservoir system are selected. Computer program HEC-5 is used to simulate the reservoir system to determine the modified condition flow-frequency curves, EAD is used to evaluate expected annual damage reductions and the HEC-DSS programs are used to manage the large amounts of data required for the computations. The branch and bound enumeration algorithm provides a systematic evaluation of plans with the HEC programs and expedites identification of the optimal plan by eliminating the need to evaluate all alternative plans. Book excerpt: A two-dimensional horizontal finite element numerical model (RMA-2) was applied to a 15 mile (24 km) river channel-floodplain reach in West Germany. Previous applications of such models have been restricted to much smaller scales. The results indicate that finite element schemes may successfully estimate river stage in large scale floodplain applications. Computed stage hydrographs compared well with observed data using loss coefficients within expected ranges. Two-dimensional flow models have been applied to certain classes of river channel problems. Applications have included detailed analyses of flow patterns near structures such as bridges and floodplains. In all these problems the scale of interest has been small, e.g. reaches of river a few river widths long. Many estuary studies have been done that were of large scale; some of these utilized a hybrid (numerical plus physical) modeling technique. In a review of the application of finite element methods to river channels, Samuels reported that the river channel was resolved separately from the floodplain in only two studies. Missing in previous work is attention to large scale floodplain modeling. The work reported in this paper focuses on the feasibility and accuracy of applying a two-dimensional flow model to a large floodplain. Traditional floodplain studies have used semi-empirical flow routing with steady, one-dimensional computation of water surface elevations to define inundated areas. Keywords: Army Corps of Engines. The mathematical basis for the program and methods of implementing the code for various kinds of flow are discussed. Results from two different applications are presented. The first example simualtes flow conditions that were measured in a physical model of a deep reservoir. Results are also included for simulations of the circulation, temperature and dissolved oxygen concentrations for Lake Taneycomo, Missouri. Comparison of measured and computed results from both applications shows that the RMA-7 model provides reasonably accurate results for both flow circulating and water quality. (Author).
