Book excerpt: Most of the papers in this collection are contributions to action theory intended to be of some relevance to one or another concern of decision theory, particularly to its application to concrete human behavior. Some of the papers touch only indirectly on problems of interest to decision theorists, but taken together they should be of use to both decision theorists and philosophers of action. Robert Audi's paper indicates how a number of questions in action theory might bear on problems in decision theory, and it suggests how some action-theoretic results may help in the construction or interpretation of theories of decision, both normative and empirical. Carl Ginet's essay lays foundations for the conception of action. His volitional framework roots actions internally and conceives them as irreducibly connected with intentionality. Hugh McCann's essay is also foundational, but stresses intention more than volition and lays some of the groundwork for assessing the rationality of intention and intentional action. In William Alston's paper, the notion of a plan as underlying (intentional) action is central, and we are given both a con ception of the structure of intentional action and a set of implicit goals and beliefs - those whose content is represented in the plan - which form an indispensable part of the basis on which the rationality of the action is to be judged.

This discerning insight, which dates back more than 2000years to Aristotle, seems to have been ignored by most psycholo gists. For more than 40years theories of human action have assumed that cogni tion and action are merely two sides of the same coin. Approaches as different as S-O-R behaviorism,social learning theory, consistency theories,and expectancy value theories of motivation and decision making have one thing in common: they all assume that "thought (or any other type of cognition) can move any thing," that there is a direct path from cognition to behavior. In recent years, we have become more and more aware of the complexities in volved in the relationship between cognition and behavior. People do not always do what they intend to do. Aside from several nonpsychological factors capable of reducing cognition-behavior consistency, there seems to be a set of complex psychological mechanisms which intervene between action-related cognitions, such as beliefs, expectancies, values, and intentions,and the enactment of the be havior suggested by those cognitions. In our recent research we have focused on volitional mechanismus which presumably enhance cognition-behavior consistency by supporting the main tenance of activated intentions and prevent them from being pushed aside by competing action tendencies.

Yet disagreement about racism’s nature does not begin in philosophy, but in the sociopolitical domain. Alberto G. Urquidez argues that philosophers of race have failed to pay sufficient attention to the practical considerations that prompt the question “What is racism?” Most theorists assume that “racism” signifies a language-independent phenomenon that needs to be “discovered” by the relevant science or “uncovered” by close scrutiny of everyday usage of this term. (Re-)Defining Racism challenges this metaphysical paradigm. Urquidez develops a Wittgenstein-inspired framework that illuminates the use of terms like “definition,” “meaning,” “explanation of meaning,” and “disagreement,” for the analysis of contested normative concepts. These elucidations reveal that providing a definition of “racism” amounts to recommending a form of moral representation—a rule for the correct use of “racism.” As definitional recommendations must be justified on pragmatic grounds, Urquidez takes as a starting point for justification the interests of racism's historical victims.
