Book excerpt: Peace operations such as Operation JOINT ENDEAVOR, the NATO peacekeeping mission in Bosnia-Herzegovina, pose significant challenges for conventional military forces. A complex threat environment, the dominance of political factors in military decision-making, and multinational operations complicate mission execution. As a result, OJE intelligence operations were exceedingly complex. The nature of the mission and the primacy of political factors blurred distinctions between strategic, operational, and tactical levels of intelligence. Intelligence operations were both joint and combined, integrating national and theater capabilities into a tactical structure and requiring the sharing of information outside NATO. Missing from U.S. intelligence doctrine and its related tactics, techniques, and procedures were the guidance and skills necessary for supporting peace operations. This strategic research project focuses on three primary areas that illustrate how intelligence in support of peace operations differs from doctrinal intelligence procedures developed to support conventional military operations: the nature of the threat and operating environments and their impact on intelligence operations; the importance of political factors in peace operations and their implications for intelligence professionals; and the implications of conducting intelligence operations in a coalition.

Book excerpt: While the joint military intelligence (MI) system is increasingly robust, technologically capable, and more responsive to the operational commander's needs, it has principally been designed to support conventional combat operations. Since DESERT STORM, however, commanders from Somalia to the Balkans have found the system requires substantial modification of its mechanisms and focus in order to successfully cope with less conventional peace operations. Analysis of recent and ongoing peace operations yields eight key differences between joint MI support to them and conventional combat support operations, none of which receives sufficient emphasis in published joint or individual service peacekeeping doctrine or associated tactics, techniques, and procedures. Those key differences combine to form a practical planning framework from which four imperatives are extrapolated and proposed as vital to future peace operations planning. In short, joint MI support in this realm must focus foremost on force protection. It must be centered around an in-depth human intelligence core. It must judiciously apply technology to support that human intelligence core. And its architecture must be designed for simplicity and understanding in order to accommodate the complex mix of military, cultural, political, and economic factors that distinguish peace operations from the conventional combat support role it was designed to serve.

Available in PDF, EPUB and Kindle. Book excerpt: United Nations (UN) peace operations continue to play a vital role in international security, with 15 missions underway in 2007. The UN, however, lacks the institutional intelligence capacity to provide guidance, high-level assessments, and tactical/operational intelligence support for the over 100,000 peacekeepers around the world. The UN's lack of focused capabilities is particularly surprising in the post-9/11 world and the 2003 bombing of its headquarters in Iraq. Since the UN's first foray into peacekeeping in 1948, member states, fearful of violations of their sovereignty, have blocked previous reform attempts. This has forced UN operations to rely on ad hoc measures to meet their intelligence requirements, while the Secretary General and Security Council are at the mercy of member state intelligence agencies for their information. Despite this handicap, some improvements have been made, particularly at the mission level. Further, Open Source Intelligence (OSINT) holds great promise for addressing many of the UN's intelligence requirements. This study concludes that the UN would be well-served by adopting the existing NATO model for OSINT production, enabling the organization to effectively collate and analyze the vast information stores at its fingertips.
