Book excerpt: The book examines the potential for regional competition law systems as enforcement tools in developing countries, based on a case study of the West African Economic and Monetary Union, the Andean Community and the Caribbean Community. It analyses the allocation of enforcement competences between the regional/supranational and the national level and formulates detailed guidelines on the optimal degree of centralization or decentralization. The book addresses all readers that are interested in the enforcement of competition law in developing countries. Moreover, it provides practical insights for public institutions that wish to identify or prevent possible misallocation of competences within regional competition law systems.

Book excerpt: This paper analyzes the impact of political instability in Côte d’Ivoire on WAEMU trade over 1990-2007, applying panel econometric techniques to a gravity model of trade within WAEMU and between WAEMU and the rest of the world. The paper finds that intra-regional trade represents a small share of total WAEMU trade and that Côte d’Ivoire accounts for around half of that total, highlighting the importance of this country for the region. The political instability in Côte d’Ivoire has led to an increase in transaction costs, making it relatively more costly for member countries to trade with each other than with the rest of world. Instability has also resulted in a diversion of trade away from Côte d’Ivoire in favor of other countries equipped with ports and in a reduction of WAEMU overall potential trade. For Côte d’Ivoire alone, lost trade is estimated at around 40 percent of its potential trade with the WAEMU in the absence of instability. With a normalization in Côte d’Ivoire, enhanced security and further integration would be essential to achieve higher levels of trade and growth in the WAEMU region.

Book excerpt: Could regional integration be a first step toward joining the global market? In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. This book explores the issues linked to regional integration in West Africa and presents empirical data about the experiences in = West African Economic and Monetary Union (WAEMU) countries to converge their economies. It also examines how these efforts, which make a major contribution to regional integration, influence poverty reduction in the economic and monetary community. It will be of interest to researchers working in this area. Elias T. Book excerpt: This Compendium is compiled to provide quality and timely statistical data for the monitoring, evaluation, analysis, research, and promotion of the intra-African trade. The Compendium presents foreign trade data in sixteen chapters for all African countries for the period 2002 to 2010. Different data sources have been used and various common estimation methods applied to fill data gaps. Information on total, share, direction, and evolution of African trade is provided. Focusing on intra-African trade, related statistical data of trade flows are grouped by region, subregions, and Regional Economic Communities (RECs) in Africa, a unique feature that has been found nowhere else. It is hoped that the Compendium will provide the needed support to ongoing efforts aimed at ensuring the integration of the African continent.

Book excerpt: The intriguing and provocative results on the effects of the single European market and NAFTA make this short book worth a read, even if one is concerned only with how developing countries have been affected by regional trade agreements that do not include them. Peter J. Montiel, Journal of Regional Science This book is an excellent attempt to pin down the effects of regional economic integration on developing countries. . . it will prove to be a good guide for researchers and students of development economics working in the area of regional trading arrangements, and policymakers and governments which are in the process of exploring the possibilities of forming free trade areas. Pravakar Sahoo, Development Policy Review Students interested in either the methodological issues inherent in research on trade or on the economics of trading blocs in general would profit from the book. James J. Hentz, The European Journal of Development Research Questions related to the economics of regionalism became increasingly important beginning in the late 1980s, when regional groupings started to become very popular as a tool of commercial policy. The goal of this book is to address the question of whether or not regionalism in developed countries has truly benefited developing countries and to what degree regionalism among developing countries and between developed and developing countries will improve economic development prospects. Mordechai Kreinin and Michael Plummer consider the implications of the emerging global trend of economic regionalism for developing countries. The analysis focuses on the trade and investment effects of integration in developed countries on developing countries, as well as the ramifications of regional integration in the latter. After an extensive review of the theoretical and empirical literature pertinent to the economics of regionalism, the book considers the ex-post trade and direct-foreign-investment effects of the Single Market Program in Europe and NAFTA, followed by chapters on ASEAN and economic integration in Latin America, primarily MERCOSUR. The study suggests three salient conclusions. First, in designing preferential trading arrangements, developed countries should recognize and attempt to minimize the possible discriminating effect on developing countries. Second, the developing countries have an abiding interest in the success of WTO negotiations that would minimize the discrimination against them of regional groupings in Europe and North America. And third, any customs unions or free-trade areas among the developing countries themselves should be outward-looking if they are to enhance the welfare of developing countries. Economists and policy scholars, as well as readers interested in regionalism and economic development, will find this book a great resource.
