Book excerpt: This book is a collection of overview articles showing how space-based observations, combined with hydrological modeling, have considerably improved our knowledge of the continental water cycle and its sensitivity to climate change. Two main issues are highlighted: (1) the use in combination of space observations for monitoring water storage changes in river basins worldwide, and (2) the use of space data in hydrological modeling either through data assimilation or as external constraints. The water resources aspect is also addressed, as well as the impacts of direct anthropogenic forcing on land hydrology (e.g. ground water depletion, dam building on rivers, crop irrigation, changes in land use and agricultural practices, etc.). Remote sensing observations offer important new information on this important topic as well, which is highly useful for achieving water management objectives.Over the past 15 years, remote sensing techniques have increasingly demonstrated their capability to monitor components of the water balance of large river basins on time scales ranging from months to decades: satellite altimetry routinely monitors water level changes in large rivers, lakes and floodplains. When combined with satellite imagery, this technique can also measure surface water volume variations. Passive and active microwave sensors offer important information on soil moisture (e.g. the SMOS mission) as well as wetlands and snowpack. The GRACE space gravity mission offers, for the first time, the possibility of directly measuring spatio-temporal variations in the total vertically integrated terrestrial water storage. When combined with other space observations (e.g. from satellite altimetry and SMOS) or model estimates of surface waters and soil moisture, space gravity data can effectively measure groundwater storage variations. New satellite missions, planned for the coming years, will complement the constellation of satellites monitoring waters on land. The result is an unprecedented examination of the political and economic forces behind the production of maps and advances in cartography, demonstrating how the seemingly neutral science of cartography became a political instrument for national interests. Beginning with a review of the roots of cadastral mapping in the Roman Empire, the authors concentrate on the use of cadastral maps in the Netherlands, France, England, the Nordic countries, the German lands, the territories of the Austrian Habsburgs, and the European colonies. Un des facteurs significatifs de cette évolution est le passage progressif du concept d'autosuffisance alimentaire à celui de sécurité alimentaire, c'est-à-dire à l'accès permanent des populations aux denrées alimentaires nécessaires pour vivre. Cette évolution de taille signifie que les pays, pour pouvoir nourrir convenablement leurs populations, n'ont plus besoin de s'appuyer uniquement sur leurs propres productions agricoles. Perçue comme telle, la sécurité alimentaire reste surtout une question d'offre. Cette offre n'est plus limitée aux seules productions agricoles locales, elle intègre désormais les importations de toute sorte et les aides alimentaires. Cette approche dépasse également le cadre strict de l'aspect nutritionnel pour intégrer des interrogations plus globales sur les modes de consommation, le système d'approvisionnement, la question de la pauvreté et l'analyse des marchés tant à l'échelon local, national, régional qu'international. On comprend dès lors pourquoi la question du commerce des produits agricoles est devenue une préoccupation centrale dans la recherche de la sécurité alimentaire durable des populations. La question de la circulation alimentaire est apparue préoccupante à la suite des conférences du CILSS et du Club du Sahel sur les politiques céréalières dans les États sahéliens, notamment celle organisée à Mindelo (Cap Vert) en 1986. Cette réunion a constaté avec surprise que la sécurité alimentaire des populations sahéliennes, durant la longue période de la sécheresse de la décennie 70, loin d'avoir été assurée par les aides alimentaires massives dont avait bénéficié le Sahel, provenait plutôt des flux régionaux des denrées alimentaires entre pays côtiers et pays sahéliens. Depuis lors, une attention soutenue est accordée au commerce des produits alimentaires en Afrique de l'Ouest centrale.
