Book excerpt: Depuis quelques années, il est de plus en plus fréquent de voir de jeunes handicapés accueillis dans des crèches, des jardins d’enfants et des écoles maternelles. Cette insertion est-elle bénéfique pour l’enfant, ou n’est-elle qu’un soulagement provisoire pour sa famille ? Cette intégration n’abuse-t-elle pas la famille, qui recule devant la réalité du handicap et l’orientation vers un établissement spécialisé, dont l’enfant pourrait bénéficier au plus tôt ? Pour tenter de répondre à ces interrogations, l’association “Assistance éducative et recherches”, créée en 1973, a étudié le déroulement de l’insertion de quarante enfants handicapés, suivis au Centre d’assistance éducative du tout-petit (Paris), de septembre 1977 à juin 1979. Les enfants, suivis et intégrés en crèche et en maternelle, présentent des handicaps moteurs, sensoriels, multiples, des troubles caractériels et psychologiques. L’équipe pluridisciplinaire chargée de cette recherche, s’est composée de deux pédiatres, de deux psychologues, d’une kinésithérapeute, de deux éducateurs psychomotriciens, de quatre assistantes sociales et d’une institutrice spécialisée. Les objectifs principaux de ce travail ont été les suivants : évaluer la réalité et la qualité de l’insertion des jeunes enfants handicapés en crèches, jardins d’enfants, écoles maternelles ; isoler et décrire des critères de réussite de l’intégration ; mettre en évidence les moyens à mettre en œuvre auprès des milieux d’accueil, pour faciliter leur ouverture aux enfants handicapés et la pratique d’une intégration véritable. Le recueil des données s’est effectué au cours des consultations pédiatriques, des consultations psychologiques, d’une enquête sociale et psychologique et, surtout, d’une enquête sur le terrain. Cette étude décrit les avantages et les limites de l’intégration pour tous les acteurs concernés : l’enseignant, sa famille, l’école et la crèche, ainsi que l’équipe de l’A.E.R. qui apporte à tous un soutien. La description précise et vivante de l’évolution, est approfondie par une réflexion sur les facteurs d’échecs et de succès. Cette étude est une contribution à un changement des attitudes sociales et des mentalités, qui doit conduire à repenser l’ensemble du problème en fonction de l’intégration non plus “d’un” enfant handicapé, comme un cas isolé et particulier, mais comme une réponse nécessaire, qui doit s’organiser chaque fois et aussi longtemps qu’elle est possible.
