Book excerpt: Many countries have adopted the Restoration Opportunities Assessment Methodology (ROAM) to guide the development of national and subnational restoration strategies. This study analyzes ROAM reports for eight countries to determine the extent to which tenure and related governance considerations were incorporated. Although all of the reports found that lack of rights or weak rights impeded efforts to scale up forest landscape restoration (FLR), none provided robust descriptions of the rights and responsibilities of individuals or communities to trees, forests or land under statutory or customary law. We propose a rights actualization framework as a diagnostic that can provide a solid foundation to identify policy reforms needed to address rights-related barriers to FLR implementation. FLR initiatives informed by a robust tenure rights assessment will enhance the likelihood of achieving their twin goals of improving ecological functionality and human well-being.

Book excerpt: Forest landscape restoration (FLR) is a planned process that aims to regain ecological integrity and enhance human wellbeing in deforested or degraded landscapes. The aim of this book is to explore options to better integrate the diverse dimensions - spatial, disciplinary, sectoral, and scientific - of implementing FLR. It demonstrates the value of an integrated and interdisciplinary approach to help implement FLR focusing specifically on four issues: understanding the drivers of forest loss and degradation in the context of interdisciplinary responses for FLR; learning from related integrated approaches; governance issues related to FLR as an integrated process; and the management, creation and use of different sources of knowledge in FLR implementation. The emphasis is on recognising the need to take human and institutional factors into consideration, as well as the more obvious biophysical factors. A key aim is to advance and accelerate the practice of FLR, given its importance, particularly in a world facing increasing environmental challenges, notably from climate change. The first section of the book presents the issue from an analytical and problem-orientated viewpoint, while later sections focus on solutions. It will interest researchers and professionals in forestry, ecology, geography, environmental governance and landscape studies.

To address these questions, the review relied on bibliographic references; document download data; personal interviews; focus group discussions; and three different online surveys targeting researchers and their partners, as well as different types of end users. Book excerpt: Poverty, food insecurity, biodiversity and habitat loss are persistent global challenges that are further exacerbated by the impacts of climate change. These challenges are particularly hard felt in the tropical landscapes of the global South where tensions between local socio-economic and international environmental commitments are pervasive. Due to the apparent failure of sectorial approaches to address such challenges, more holistic strategies are being increasingly promoted. Integrated landscape approaches are one such example; essentially a governance strategy that engages multiple stakeholders to reconcile societal and environmental objectives at the landscape scale to identify trade-offs and potential synergies for more sustainable and equitable land management. Integrated landscape approaches have been widely endorsed in the international and national policy arena, within academia, and in the discourse surrounding conservation and development funding. However, despite strong scientific theories and concepts, the implementation, and particularly evaluation and reporting, of integrated landscape approaches in the tropics remains poorly developed. The COLANDS initiative represents an explicit attempt to contribute towards the evidence base by operationalizing integrated landscape approaches in Ghana, Zambia and Indonesia. In this regard we aim to provide regular, honest reporting of progress. This book details the experiences of researchers engaged in these landscape-scale initiatives across the first two years of implementation. With dedicated chapters on current progress, biodiversity, methods and evaluation the book provides useful tools and resources for research and implementation. Furthermore, we consider the complex socio-political challenges associated with landscape approaches with chapters focussed on how to effectively engaging stakeholders and understanding the national policy environment. This book explores how forest restoration might be carried out to increase landscape heterogeneity, improve ecological functioning and restore ecosystem services in such landscapes. It focuses on large, landscape-scale reforestation because that is the scale at which restoration is needed if many of the problems that have now developed are to be addressed. It also shows how large-scale forest restoration might improve human livelihoods as well as improve conservation outcomes. A number of governments have undertaken national reforestation programs in recent years; some have been more successful than others. The author reviews these to explore what type of reforestation should be used, where this should be carried out and how much should be done. For example, are the traditional industrial forms of reforestation necessarily the best to use in all situations? How can forest restoration be reconciled with the need for food security? And, are there spatial thresholds that must be exceeded to generate economic and environmental benefits? The book also examines the policy and institutional settings needed to encourage large-scale reforestation. This includes a discussion of the place for incentives to encourage landholders to undertake particular types of reforestation and to reforest particular locations. It also considers forms of governance that are likely to lead to an equitable sharing of the costs and benefits of forest restoration.

In recent years governments in the South have transferred at least 200 million hectares of forests to communities living in and around them . This book assesses the experience of what appears to be a new international trend that has substantially increased the share of the world's forests under community administration. Based on research in over 30 communities in selected countries in Asia (India, Nepal, Philippines, Laos, Indonesia), Africa (Burkina Faso, Cameroon, Ghana) and Latin America (Bolivia, Brazil, Guatemala, Nicaragua), it examines the process and outcomes of granting new rights, assessing a variety of governance issues in implementation, access to forest products and markets and outcomes for people and forests . Forest tenure reforms have been highly varied, ranging from the titling of indigenous territories to the granting of small land areas for forest regeneration or the right to a share in timber revenues. While in many cases these rights have been significant, new statutory rights do not automatically result in rights in practice, and a variety of institutional weaknesses and policy distortions have limited the impacts of change. Through the comparison of selected cases, the chapters explore the nature of forest reform, the extent and meaning of rights transferred or recognized, and the role of authority and citizens' networks in forest governance.
