Book excerpt: The Integrated Nuclear Infrastructure Review (INIR) service, launched by the IAEA in 2009, was designed to support the evaluation of the infrastructure for the introduction of a nuclear power programme. An INIR mission is conducted upon Member States request and it enables countries to identify areas of infrastructure development where further attention is needed. The INIR mission also identifies good practices to be shared with other Member States. In addition, it provides an opportunity for the exchange of information between local experts and a team of IAEA and international experts on their experiences. This publication is intended to provide information and analysis on the main results of INIR missions and to share lessons learned. The publication also explains the recent developments in the INIR process and the mechanisms to support Member States after an INIR mission is conducted.

Book excerpt: "The IAEA integrated nuclear infrastructure review (INIR) missions are designed to assist Member States in evaluating the status of their national infrastructure for the introduction of a nuclear power programme. From 2009 to 2014, fourteen IAEA INIR missions and follow-up activities were conducted in nine countries planning to implement a nuclear power programme and one country expanding an existing programme. During this time considerable experience was gained and this has been used to continuously improve the overall INIR methodology. This publication summarizes the results of the missions and highlights the most significant areas where recommendations were made."--Publisher's description.

Available in PDF, EPUB and Kindle. Book excerpt: The preparation of Country Nuclear Power Profiles (CNPP) was initiated within the framework of the IAEA's programme on assessment and feedback of nuclear power plant performance. It responded to a need for a database and a technical publication containing a description of the energy and economic situation, the energy and the electricity sector, and the primary organizations involved in nuclear power in IAEA Member States. The CNPP covers background information on the status and development of nuclear power programmes in countries having nuclear plants in operation and/or plants under construction. It reviews the organizational and industrial aspects of nuclear power programmes in participating countries, and provides information about the relevant legislative, regulatory and international frameworks in each country. The CNPP compiles the current issues in the new environment within which the electricity and nuclear sector operates, i.e. energy policy, and privatization and deregulation in these sectors, the role of government, nuclear energy and climate change, and safety and waste management, which differ from country to country. Available in PDF, EPUB and Kindle. Book excerpt: This open access book traces the journey of nuclear law: its origins, how it has developed, where it is now, and where it is headed. As a discipline, this highly specialized body of law makes it possible for us to benefit from the life-saving applications of nuclear science and technology, including diagnosing cancer as well as avoiding and mitigating the effects of climate change. This book seeks to give readers a glimpse into the future of nuclear law, science and technology. It intends to provoke thought and discussion about how we can maximize the benefits and minimize the risks inherent in nuclear science and technology. This compilation of essays presents a global view in discipline as well as in geography. The book is aimed at representatives of governments -- including regulators, policymakers and lawmakers -- as well representatives of international organizations and the legal and insurance sectors. It will be of interest to all those keen to better understand the role of law in enabling the safe, secure, and peaceful use of nuclear technology around the world. The contributions in this book are written by leading experts, including the IAEA's Director General, and discuss the four branches of nuclear law -- safety, security, safeguards and nuclear liability -- and the interaction of nuclear law with other fields of national and international law.

Book excerpt: What started out as an Ethic Will for my family and friends, then morphed into a memoire of sorts, has become a record of my experiences in the nuclear industry over a 45 year career. These experiences include recoveries of multi-billion dollar projects and changing the cultures in those organizations under a variety of very difficult circumstances. The approaches, which include successes and failures, led to a philosophy that can be applied across the industrial complex for projects, facilities, and plant organizations that find themselves in some form of exigency. Those same guidelines can be used to avoid the issues that result in those large problems. There are engineers, mid to upper-level managers, project managers, and executives who could benefit from hearing about the lessons learned in these endeavors under trying circumstances. Even though my experiences were in the Department of Energy (DOE) Nuclear Complex and the commercial nuclear industry, the approaches taken have broad application beyond those areas. Although there were technical issues at the center of each one of the troubled facilities where I was a member of the leadership team or the leader brought in to affect the recovery, the core issues were communication, accountability, and leadership. What I learned and put into practice can be of benefit to any executive, project manager, or leader of complex plants or projects regardless of the size or nature of the operation. The challenge is to infuse the organization with a sense of purpose and commitment. To do this usually requires some change from the existing culture to new thought processes. This takes vision and leadership and knowing what tools to apply and when to apply them. I was at ground zero in the nuclear industry for two major changes in human management, fitness for duty and safety conscious work environment (SCWE). The cutting edge practices put in place led the way in the industry and helped form the regulations in those areas. I discuss my experiences in the implementation and nurturing of the SCWE. There are lots of guidance (now) in Nuclear Regulatory Commission (NRC) and DOE regulations and procedures about the SCWE. However, I am not aware of any published first hand experience record of what worked and what did not work in establishing that aspect of the organization safety culture. Over the years I have had many colleagues suggest that I should document my experiences, approaches, and methods in a book or manuscript. I never had the time before I retired and the reflection on my life and philosophies for an Ethic Will led me to the conclusion that such a document of my career might be of benefit to others.

Experience shows that careful planning of the objectives, roles, responsibilities, interfaces and tasks to be carried out in different phases of a nuclear project is important for success. This publication presents a harmonized approach that may be used to structure the owner/operator management system and establish and manage nuclear projects and their development activities irrespective of the adopted approach. It has been developed from shared management practices and consolidated experiences provided by nuclear project management specialists through a series of workshops and working groups organized by the IAEA. The resultant publication presents a useful framework for the management of nuclear projects from initiation to closeout and captures international best practices.

Book excerpt: Given the increasing interest in the near term deployment of new nuclear power plants, IAEA Member States have requested guidance on the process of evaluating and selecting available technology options. Reactor technology assessment enables the evaluation, selection, and deployment of the best technology to meet the objectives of a nuclear power programme. This publication demonstrates how reactor technology assessment is performed and how the process and results of this work enable decision making in nuclear power planning. The approach also provides decision makers with the documentation necessary to support their conclusions.
