Book excerpt: Rwanda and Burundi are strikingly similar countries that underwent democratization in the early 1990s. In both, resistance to democratic reforms led to coups d’état and presidential assassinations. A conundrum arises in terms of what transpires next. In Rwanda, total genocide was perpetrated by extremist Hutu actors, including government officials, upon the country’s Tutsi and politically moderate Hutu populations. In Burundi the coup d’état failed and instead ushered in a lengthy period of civil war. This divergence in outcome is puzzling given the similarity of these two countries, and it is not adequately explained by studies that address collective violence in each. This book utilizes an integrative approach that facilitates the formation of an explanation that more fully accounts for variation in the type of collective violence that occurred in Rwanda and Burundi. Showing that political actors – during periods of major institutional change – do not all respond to or perceive reform in the exact same manner or in a necessarily rational manner, this book makes an important contribution to the literature on ethnic conflict, collective violence and democratization in Africa.

Book excerpt: As many formerly authoritarian regimes have been replaced by democratic governments in Latin America, Eastern Europe, and elsewhere, questions have arisen about the stability and durability of these new governments. One concern has to do with the institutional arrangements for governing bequeathed to the new democratic regimes by their authoritarian predecessors and with the related issue of whether presidential or parliamentary systems work better for the consolidation of democracy. In this book, Peter Siavelis takes a close look at the important case of Chile, which had a long tradition of successful legislative resolution of conflict but was left by the Pinochet regime with a changed institutional framework that greatly strengthened the presidency at the expense of the legislature. Weakening of the legislature combined with an exclusionary electoral system, Siavelis argues, undermines the ability of Chile's National Congress to play its former role as an arena of accommodation, creating serious obstacles to interbranch cooperation and, ultimately, democratic governability. Unlike other studies that contrast presidential and parliamentary systems in the large, Siavelis examines a variety of factors, including socioeconomic conditions and characteristics of political parties, that affect whether or not one of these systems will operate more or less successfully at any given time. He also offers proposals for institutional reform that could mitigate the harm he expects the current political structure to produce.

This book analyzes the role of ethnic community-based organizations and the dynamics of contemporary Korean American politics. The volume provides nine case studies that explore different ways in which place is mediated by social, political, and ecological processes that have deep historical roots and that continue to affect the politics of heritage management. Spaces of human habitation are both historical records of the past and key elements in reproducing the knowledge and values that define lives in the present. Practices, knowledge, and skills that communities recognize as part of their culture—and that a range of legal statutes define as protected intangible heritages—are threatened by increased migration, the displacement of indigenous peoples, and limits on access to culturally or historically significant sites. This volume addresses how different physical environments contribute to the reproduction of cultural forms even in the wake of these processes of displacement and change. Case studies from North and South America reveal a pattern of abandonment and reestablishment of settlements and show how collective memory drives people back to culturally meaningful sites. This tendency for communities to return to the sites that shaped their collective histories, along with the growing importance granted to intangible heritage, challenges archaeologists and other heritage workers to find new ways of incorporating the cultural legacies that link societies to place into the work of research and stewardship. The performance of former European and American colonies (Malaysia, Singapore, Burma, Vietnam, Laos, Cambodia, Indonesia, and the Philippines) has been less impressive. Some scholars have attributed the difference to better infrastructure and greater access to education in Japan’s colonies. Anne Booth examines and critiques such arguments in this ambitious comparative study of economic development in East and Southeast Asia from the beginning of the twentieth century until the 1960s. Booth takes an in-depth look at the nature and consequences of colonial policies for a wide range of factors, including the growth of export-oriented agriculture and the development of manufacturing industry. She evaluates the impact of colonial policies on the growth and diversification of the market economy and on the welfare of indigenous populations. Indicators such as educational enrollments, infant mortality rates, and crude death rates are used to compare living standards across East and Southeast Asia in the 1930s.
