Regulation and Regulatory Bodies are presented in their various forms, with discussion of why some form of independent scrutiny is essential for sustainability. The focus is on what works and what does not, based on consideration of basic principles and on case studies in both developing and developed countries. The early chapters discuss the key elements, with later chapters considering how these elements have come together in successful reforms of public sector operations. A chapter is devoted to the successful use of the private sector based on lessons learnt from ‘failures’ of private contracts and the need for the application of sound procurement principles. The current trend is for a public sector model which benefits from business approaches, the so-called corporatised public utility. Experience since the publication of the first edition in 2007 reinforces the importance of the key elements for sustainable water services. This second edition brings the material up to date and with some increased emphasis on public participation in its many forms. It refers to the opportunity for progress provided by the UN Declaration of Water and Sanitation as a Human Right, but only if it is implemented in a practical and sustainable way. Institutional Governance and Regulation of Water Services is aimed at providing an informative source for national and local governments responsible for water policy, for water utility managers, and for students who will be the policy makers of tomorrow. It is a teaching aid for courses on water policy, governance and regulation. About the Author: Michael Rouse is a Distinguished Research Associate at the University of Oxford and manages the Institutional Governance and Regulation module of the University’s MSc Course on Water Science, Policy and Management. He was formerly Head of the Drinking Water Inspectorate in London and has extensive knowledge and experience of water governance and regulation, including all aspects of audit and enforcement, and the governance issues related to both public sector management and privatisation. He has wide knowledge of water technical and operational matters, based on his applied research and development background at the Water Research Centre, where he spent 9 years as Managing Director. Michael has a good understanding of international water matters and advises governments on policy and regulation. He is a Past President of the International Water Association. He is a visiting professor at Tsinghua University in Beijing and at the Shanghai Academy of Social Science. In 2000 he was awarded the CBE (Commander of the British Empire) for his professional services.

This report examines how Ethiopia s Health Extension Program (HEP) has contributed to the country s move toward Univeral Health Coverage (UHC), and to shed light on how other countries may learn from Ethiopia s experiences of HEP when designing their own path to UHC. HEP is one of the government s UHC strategies introduced in a context of limited resources and low coverage of essential health services. The key aspects of the program include the capacity building and mobilization of more than 30, 000 Health Extension Workers (HEWs) targeting more than 12 million model families, and the mobilization of health development army ? to support the community-based health system. Using the HEP-UHC conceptual model and data from Demographic and Health Surveys, the study examines how the HEP has contributed to the country s move toward UHC. During the period that the HEP has been implemented, the country has experienced significant improvements in many dimensions: in terms of socioeconomic, psychological, behavioral, and biological dimensions of the beneficiaries; and in terms of the coverage of health care services. The study finds an accelerated rate of improvements among the rural, less-educated, and the poor population, which is leading to an overall reduction in equity gaps and improvements in the equity indicators including the concentration indices - that suggest a more equitable distribution of resources and health outcomes. The HEP in Ethiopia has demonstrated that an institutionalized community approach is effective in helping a country make progress toward UHC. The elements of success in the HEP include the emphasis on community mobilization which identifies community priorities, engages and empowers community members, and supports their ability to solve local problems. The other aspect of HEP is the emphasis on institutionalization of the activities, which addresses the sustainability of community programs through high level of political commitment, and effective coordination of national policies and leveraging of support from partners. These findings may offer useful lessons for other low income countries facing similar challenges in developing and implementing a sustainable UHC strategy.

One in seven are living in slums, the most excluded parts of cities, in which the basics of urban life—including adequate housing, accessible sanitation, and reliable transportation—are largely unavailable. Why are some cities more successful than others in reducing inequalities in the built environment? In Urban Power, Benjamin Bradlow explores this question, examining the effectiveness of urban governance in two “megacities” in young democracies: São Paulo, Brazil, and Johannesburg, South Africa. Both cities came out of periods of authoritarian rule with similarly high inequalities and similar policy priorities to lower them. And yet São Paulo has been far more successful than Johannesburg in improving access to basic urban goods. Bradlow examines the relationships between local government bureaucracies and urban social movements that have shaped these outcomes. Drawing on sixteen months of fieldwork in both cities, including interviews with informants from government agencies, political leadership, social movements, private developers, bus companies, and water and sanitation companies, Bradlow details the political and professional conflicts between and within movements, governments, private corporations, and political parties. He proposes a bold theoretical approach for a new global urban sociology that focuses on variations in the coordination of local governing power, arguing that the concepts of “embeddedness” and “cohesion” explain processes of change that bridge external social mobilization and the internal coordinating capacity of local government to implement policy changes.

Taking a critical social science perspective to identify political, economic, social, and environmental issues related to suburban infrastructures, this book highlights the similarities and differences between suburban infrastructure conditions encountered in the Global North and Global South. Adopting an international approach grounded in case studies from three continents, this book discusses infrastructure issues within different suburban and societal contexts: low-density infrastructure-rich Global North suburban areas, rapidly developing Chinese suburbs, and the deeply socially stratified suburbs of poor Global South countries. Despite stark differences between types of suburbs, there are features common to all suburban areas irrespective of their location, and similarities in the infrastructure issues confronting these different categories of suburbs.
