Book excerpt: Par lettre de mission du 18 mai 1998 le Premier Ministre notant que "la sphère financière semble caractérisée par une forte instabilité qui débouche parfois sur des crises qui peuvent compromettre la croissance et l'emploi dans les pays concernés" demandait à Olivier Davanne de préparer, dans le cadre du Conseil d'Analyse économique, un rapport " sur les causes de l'instabilité sur les marchés financiers et les progrès envisageables pour réduire le risque de nouvelles crises monétaires et financières ". Le rapport d'Olivier Davanne décrit tout d'abord les enchaînements économiques et financiers à l'origine de la crise financière internationale qui a débuté à l'été 1997 et insiste notamment sur les graves insuffisances observées tant en matière de supervision bancaire que de gestion des taux de change. Sur le premier point, le rapport souligne la nécessité de mieux responsabiliser les institutions financières pour éviter les prises de risque excessives. En ce qui concerne les taux de change, le rapport définit les contours de régimes de change pouvant assurer aux pays émergents une certaine stabilité des parités, sans pour autant interdire les ajustements quand ceux-ci apparaissent nécessaires. Sur ces sujets, la surveillance du FMI devrait être renforcée et l'action de la communauté internationale devrait être beaucoup plus résolue pour stopper les spirales à la baisse observées sur certaines devises. Le rapport insiste aussi sur l'instabilité des grands marchés d'actifs (actions, obligations, change) dans les pays industrialisés. Plus que dans les pays émergents, c'est peut-être là selon lui que se préparent les crises financières futures, si rien n'est fait pour tenter d'améliorer les méthodes de valorisation utilisées par les investisseurs. Dans leurs commentaires, Michel Aglietta, Patrick Artus et Christian de Boissieu partagent globalement l'opinion de l'auteur du rapport sur les dangers d'un système de change trop rigide et sur la nécessité d'une évolution du mode de gestion des parités. Ils discutent par ailleurs les notions de "prêteur et recapitaliseur en dernier ressort international", le rôle respectif du FMI et de la BRI en matière de supervision bancaire et la faisabilité d'une "Tobin tax".
