Book excerpt: The primary research question of this project concerned whether research agencies can successfully recruit subsistence fishers as collaborators in data collection for an inseason harvest monitoring project in the lower Kuskokwim River, and whether analysis of these data can provide an accurate estimate of subsistence Chinook salmon harvests in season. The principal goal of this project was to inform a process in which managers could develop a new research program in the Kuskokwim River that would provide accurate inseason harvest estimates through similar methods of sampling harvest. In 2015-2018, Alaska Department of Fish and Game Division of Subsistence staff recorded daily subsistence salmon harvest and effort information among a group of fishers from six lower Kuskokwim River communities. Fishing data were analyzed to calculate a total salmon harvest, average drift gillnet fishing duration, average catch per unit effort, and harvest ratio of Chinook salmon to chum and sockeye salmon. Daily sample sizes were too small to develop universal harvest and catch per unit effort estimates for the fishing fleet with statistical significance. However, study results indicate that the research methodology provided opportunities for necessary inseason outreach to communities and individual fishers in a region with a population that relies significantly on Chinook salmon and other salmon species as important sources of food. Division of Subsistence researchers provided opportunities for fishers to participate directly in the management process by recording salmon harvest and effort data and sharing those data with agencies and representative stakeholder groups to inform management decisions. Similar to other prior research, this study demonstrated the value of collaboration between management agencies and rural communities and the benefits of employing subsistence fishers for participation in inseason harvest assessment projects.

The project’s objective is to provide inseason harvest data and local input on salmon management decisions during the fishing season. From 2014 to 2017, ONC conducted weekly interviews of Bethel-area at fish camps and the Bethel boat harbor from late May through mid-July. Surveyors collected data from area fish camps about weekly fishing methods, progress achieving Chinook (Oncorhynchus tshawytscha), chum (O. keta) and sockeye (O. nerka) salmon harvest goals, salmon run timing, relative fishing success, and comments or concerns about other factors affecting salmon harvest or processing. In 2016, modifications were made to the survey in response to fisheries management needs, and surveyors began asking more quantitative-based questions to obtain fishing catch per unit effort information. Weekly summaries of surveys were shared with fishery managers, Kuskokwim River Salmon Management Working Group (KRSMWG), and the Yukon Delta National Wildlife Refuge (YDNWR). Fishery managers utilized data compiled by ONC surveyors, including salmon catch rates and fishing progress, to determine additional salmon harvest opportunities. ONC surveyors conducted an average of 40 subsistence fishing family surveys each week at Bethel-area fish camps for a total of 783 surveys conducted at Bethel-area fish camps from 2014 to 2017 and opportunistic surveys at the boat harbor in 2016 and 2017.

Data collected were used to qualitatively assess salmon run and harvest timing, gear usage, fishing activity, and fishermen's success in achieving their subsistence harvest goals. Weekly summaries of surveys were shared with fishery managers and the Kuskokwim River Salmon Management Working Group. Fishery managers reviewed and compiled survey information with data from fisheries monitoring projects to provide an early indication of salmon run timing and subsistence harvest trends. The inseason survey also provided a venue for local users to have input into the evaluation of salmon abundance and corresponding management actions. In 2014 ONC fisheries technicians interviewed an average of 28 subsistence fishing families each week at fish camps in the Bethel area, with a total of 197 surveys conducted.

Book excerpt: Annual abundance indices and run timing of adult Chinook Oncorhynchus tshawytscha, sockeye O. nerka, chum O. keta, and coho O. kisutch salmon returning to the Kuskokwim River have been assessed by the Bethel test fishery since 1984. In 2011, the Bethel test fishery operated from June 1 through August 20. A series of timed drifts using 8.0 inch and 5.375 inch stretched mesh gillnets were made at 3 stations across the river channel. Each series of drifts began approximately 1 hour following each high tide throughout the fishing season. Mean tidal catch per unit effort (CPUE) was calculated for each species and served as an index of abundance. The cumulative mean tidal CPUE was compared to information from earlier years and to the results from the lower Kuskokwim inseason subsistence salmon harvest monitoring project to determine salmon abundance and run timing to help direct subsistence and commercial management decisions. The final cumulative CPUE index through August 20 was: 201 Chinook, 1,517 sockeye, 10,028 chum, and 3,234 coho salmon. Relative abundance indices were below the 2001–2010 average for Chinook, near average for sockeye and coho salmon, and above average for chum salmon. Run timing of Chinook salmon peaked on June 23; sockeye salmon peaked on June 29; chum salmon peaked on July 7; and coho salmon peaked on August 5. Chinook salmon cumulative CPUE indices tracked historical years when escapement goals were not achieved. Sockeye, chum, and coho salmon cumulative CPUE indices tracked historical years when escapement goals were met.

Book excerpt: The Alaska Department of Fish and Game (ADF&G) in partnership with Orutsararmiut Native Council (ONC) in Bethel conducted a voluntary survey program to estimate subsistence salmon harvest for the Kuskokwim Management Area in 2015. Harvest information was collected through postseason household interviews and harvest calendars. Simple random sampling and stratified random sampling techniques were used, based on community size and user group designations, to select households to be interviewed. For the community of Bethel, subsistence salmon harvest information was collected by ONC. ADF&G surveyed the remaining communities in the Kuskokwim Management Area. In 2015, Kuskokwim Area subsistence users were subject to heavy restrictions with respect to the harvest of Chinook salmon. The United States Fish and Wildlife Service, through special action, created a subsistence harvest permit system at the community level to allow some harvest for federally qualified users while restrictions were in place. Households were surveyed in 27 communities in the Kuskokwim Management Area, including most communities along the Kuskokwim River and all communities within south Kuskokwim Bay. Subsistence salmon harvest estimates for 2015 were 19,437 Chinook Oncorhynchus tshawytscha, 43,516 chum O. keta, 39,429 sockeye O. nerka, 36,816 coho O. kisutch, and 1,233 pink salmon O. gorbuscha.
