The task force examined: (a) the effect of current contracting practices and requirements; (b) the experiences related to material specifications and newer techniques such as performance- and incentive-based specifications; (c) the potential of quality assurance (QA) efforts; and (d) the administrative, legal, and other issues that might arise in conjunction with any alternative procurement procedures.
Book Synopsis Innovative Government Contracting by : Jeanine Avant
Download or read book Innovative Government Contracting written by Jeanine Avant and published by . This book was released on 1999 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Historically, the United States Federal Government has been conservative in its contracting practices. These practices are codified in law by the "Federal Acquisition Regulations (FAR)". In some cases, past practices have not adequately met the need to better address value-to-cost, to shorten procurement times and to operate more adaptively in response to rapidly changing technology and social demands. Until recently, the US Government has continued the status quo (such as "firm fixed price") rather than to assume the risks associated with change. Innovative contracting techniques were developed more in foreign countries than in the United States. The last decade, however, has seen a turn about as the US Government has engaged more innovation in procurements. This report examines innovative contracting techniques utilized by both Federal and State activities: Construction and Services by the Naval Facilities Engineering Command (NAVFAC); Construction by State Departments of Transportation (DOT's); and Space Systems Development by the National Aeronautics and Space Administration (NASA).

This book was released on 2018-04-01 with total page 165 pages. Available in PDF, EPUB and Kindle. Book excerpt: Road asset management is one of the top priorities of the Central Asia Regional Economic Cooperation (CAREC) Transport and Trade Facilitation Strategy 2020. The implementation of performance-based road maintenance contracts (PBCs)—an essential element of road asset management—promotes effective and efficient maintenance of road networks. Well-designed PBCs keep roads in predefined good condition at relatively low cost. This guide aims to help policy makers in CAREC member countries understand and implement PBCs. After a brief history of the development of PBCs, it discusses the various types of PBCs and their relative advantages and disadvantages. It highlights PBC implementation in selected developed, developing, and transitional countries, including CAREC member countries, to illustrate best practices.
