This document examines the tenure systems, rights and governance issues in the vast, diverse and complex inland fisheries of India. The legal and policy contexts, within which fishing in rivers, wetlands and estuaries takes place, are described as well as the diversity of fishing activities and practices in the different environments found in India, which include inland capture fisheries, culture-based fisheries and freshwater aquaculture systems. An assessment of environment-mediated production functions of reservoirs has been attempted. Since the ecosystem processes in reservoirs belonging to different geo-climatic regions exhibit wide variations depending on meteorological, morphometric and hydro-edaphic features of the impoundments, an effort has been made to gauge the influence of these abiotic variables on the production dynamics. Authentic information on water areas under different categories of reservoirs has been collected and interpreted in respect of all the Indian States. An attempt has also been made to resolve the anomalies pertaining to classification and nomenclature to the extent possible. Various fisheries management norms followed in the reservoirs of the country including the selection of species for stocking, stocking rate and introduction of exotic species have been reviewed. Indian reservoirs have been stocked with the Indo-Gangetic carps for many decades and the impact of this stocking has been assessed in terms of fish production and the indigenous faunistic diversity.

As this transformation takes place, many traditional fishers are forced to seek employment on trawlers and other fishing vessels owing to their lack of a capital base to purchase modern vessels themselves. Competition among trawlers can lead to cost reducing strategies that lower the quality of working conditions for those employed in these vessels. This paper is an attempt to assess the working conditions of these workers through the use of indicators developed by the International Labour Office in the context of decent work. By utilizing data collected in the National Sample Survey Organization’s (NSSO) 68th round survey of employment and unemployment, we find that there are some areas in which decency of work is lacking. The level of job security is highly inadequate among most workers in fisheries. There is a marked absence of women in the labour pool, especially in unskilled tasks. Child labour, while not a cause for alarming concern, exists to a minor degree in the industry. Furthermore, freshwater fishing was found to afford lower standards of work than marine fishing. Regulation and policy action are called into requirement by these observations.
