Book excerpt: "This report provides estimates of the number of incidental interactions with marine mammals by the Hawaii longline deep set fishery for years 2006 through 2010 based on data collected by the longline fishery observer program. Table 1 provides a list of all cetacean species for which an interaction with the fishery has been recorded by the observer program from 1994-present. The report provides the estimated total number of interactions in the deep set fishery (Tables 2 through 6) and the observed total number of interactions in the shallow set fishery (Tables 10 through 12) for each year during 2006-2010 and average annual interactions over the five year period. As there is 100% observer coverage of the shallow set fleet, the number of interactions is provided by a summation of the observed interactions, rather than by an estimate. Numbers are provided by species and geographical region for both total interactions and interactions resulting in death or a serious injury (DSI). The regions are (1) within the Hawaiian Islands Exclusive Economic Zone (EEZ), (2) within the EEZ of Palmyra Atoll, (3) within the combined EEZs of Johnston Atoll, Baker Island, Howland Island, and Jarvis Island, and (4) outside the U.S. EEZ. No marine mammal interactions with the shallow set fishery were observed in the EEZs of Palmyra Atoll, Johnston Atoll, Baker and Howland Islands, or Jarvis Island during years 2006 through 2010; hence, no tables are provided for shallow set interactions in these regions. A proportion of the estimated number of 'blackfish' (unidentified whales considered to be either false killer whales or short-finned pilot whales) is added to the estimates of identified false killer whale and short-finned pilot whale in Tables 7 and 13. In the case of false killer whales, estimates of interactions and DSI within the Hawaiian Islands EEZ are further partitioned into two putative stocks (Carretta et al. 2009), the insular stock and the pelagic stock"--Introduction.

Book excerpt: "To promote national consistency for interpreting the regulatory definition of serious injury, NMFS convened a workshop in April 1997 to discuss available information related to the impact of injuries to marine mammals incidental to commercial fishing operations (Angliss and DeMaster, 1998). Since 1997, additional information has been collected on human-caused injuries to marine mammals and survival rates of certain individual and/or species of marine mammals. For this reason, NMFS convened the Serious Injury Technical Workshop on September 10-13, 2007, with the primary objectives to: 1) review the recommendations and guidance from the 1997 workshop; 2) review new information obtained since the first workshop; and 3) discuss the use of, and necessary changes to, existing guidance for distinguishing serious from non-serious injuries. The 2007 workshop extended beyond discussions related only to marine mammal-commercial fishery interactions. Although other sources of human-caused injuries were mentioned during the workshop, much of the 2007 workshop discussions focused on types of injuries commonly observed from encounters with vessels and fisheries (e.g., blunt force trauma, penetrating, hidden, and gear and hooking injuries) because these interactions have been examined to the greatest extent. The 2007 workshop consisted of two sessions: an open session (Days 1-3) attended by over 65 federal and non-federal participants, and a closed session (Day 4) attended by 36 federal participants. NMFS invited workshop participants based on their expertise in marine mammal serious injury issues, including marine mammal management, policy, marine mammal biology, pathobiology, and veterinary medicine. The primary purposes of Days 1-3 were to present a synthesis of new science and to gather new information on injured marine mammals. The information from Days 1-3 was also used to provide a scientific basis for recommendations by government officials in the closed session on Day 4. The primary purpose of the closed session (Day 4) was to draw on Days 1-3 presentations and discussions to consider potential changes to the existing serious injury guidance and associated administrative approaches. The topics addressed during Days 1-3 included: 1) Evaluation of current data and determination systems (in plenary and breakout sessions); 2) Overview of new information on survival of injured marine mammals (large cetaceans, small cetaceans, pinnipeds, and manatees); 3) Pathobiology of injuries; and 4) Breakout activities to address key questions on the topic of determining severity of injuries to marine mammals."--Executive summary.

Sources of injury data include strandings, disentanglement networks, the public, researchers, and fishery observer programs. Stranding data includes records of injured marine mammals at sea and ashore. Injury sources include, but are not limited to, vessel strikes, gillnet entanglement, pot and trap gear entanglement, shootings, marine debris entanglement, researchrelated injuries/deaths, hook and line fishery interactions, and power plant water intake entrainment. Most records originate from stranding networks in California, Oregon, and Washington, though a few Alaska records of Eastern North Pacific gray whales (Eschrichtius robustus) are included, because this population is assessed in the Pacific region SARs and occurs along the U.S. west coast. Once populations or ecosystems are found to be at risk of adverse impacts, it is critical to decide which combination of stressors to reduce to bring the population or ecosystem into a more favorable state. Assessing all stressors facing a marine mammal population also provides the environmental context for evaluating whether an additional activity could threaten it. Approaches to Understanding the Cumulative Effects of Stressors on Marine Mammals builds upon previous reports to assess current methodologies used for evaluating cumulative effects and identify new approaches that could improve these assessments. This review focuses on ways to quantify exposure-related changes in the behavior, health, or body condition of individual marine mammals and makes recommendations for future research initiatives.

Book excerpt: "This report contains updated records of human-caused injury and mortality to pinnipeds and cetaceans from 2009 to 2013 for marine mammal populations that occur in U.S. west coast waters and which are evaluated in Pacific region marine mammal stock assessment reports (SARs) (Carretta et al. 2013a, 2013b). Mortality records, while included in this report, were obviously not evaluated for SI/NSI status. Subsistence and directed takes (i.e., gray whales taken by Russian natives) are not reported here but are reported in SARs published by NMFS. Previous records, including cases from 2007 and 2008, are published in previous reports (Carretta et al. 2013a, 2014). Sources of injury data include strandings, disentanglement networks, and fishery observer programs. Stranding network data includes records of injured marine mammals at sea and ashore reported by the public, as well as researchers. Injury sources include, but are not limited to, vessel strikes, gillnet entanglement, pot and trap gear entanglement, shootings, marine debris entanglement, research-related injuries/deaths, hook and line fishery interactions, and power plant water intake entrainment. Most records originate from stranding networks in California, Oregon, and Washington, though a few Alaska records of Eastern North Pacific gray whales (Eschrichtius robustus) are included, because this population is assessed in the Pacific region SARs and occurs along the U.S. west coast. Other marine mammals, such as Steller sea lions (Eumetopias jubatus), occur in California, Oregon, and Washington waters, but they are assessed in Alaska region SARs (Allen and Angliss 2014) and are not included in this report. Injury determinations for Pacific region species/stocks in the central Pacific from Hawaii westward are also included in separate reports"--Summary. I f deaths or injuries to marine mammal s assessed in the U.S. Pacific Marine Mammal SARs are reported in Alaska waters, the records are sent to the Southwest Fisheries Science Center (SWFSC) for inclusion in the report summarizing mortality and injury for U.S. Pacific west coast marine mammal stocks (Carretta et al. 2013). Sources of marine mammal injury and mortality data include, but are not limited to, marine mammal stranding network responders, fishery observer programs, disentanglement network teams, opportunistic observations, and self-reporting of entanglements and vessel collisions. Most human-caused marine mammal deaths and injuries result from entanglements in commercial and recreational fishing gear, entanglements in marine debris, and vessel collision. Additionally, other incidental or intentional injuries are also reported. Deaths and injuries resulting from subsistence hunts and harvests are not reported in this document but are available in the SARs (Allen and Angliss in prep). Human-caused mortality and injury data for the 5-year period from 2007 to 2011 were compiled, and each injury record assessed to determine whether it was a non- serious injury (NSI) or serious injury (SI). All information pertinent to decisions of NSI and SI is presented in this report and tabulated for each stock. Mortality and serious injury data were summarized by stock, source, and year for estimates reported in the 2013 SARs (Allen and Angliss in prep.)"--Introduction.

Updated as of May 29, 2018 Upon application from the U.S. Navy (Navy), we (the National Marine Fisheries Service) are issuing regulations under the Marine Mammal Protection Act (MMPA) to govern the unintentional taking of marine mammals incidental to training and testing activities conducted in the Northwest Training and Testing (NWTT) Study Area from November 2015 through November 2020. These regulations allow us to issue Letters of Authorization (LOAs) for the incidental take of marine mammals during the Navy's specified activities and timeframes, set forth the permissible methods of taking, set forth other means of effecting the least practicable adverse impact on marine mammal species or stocks and their habitat, and set forth requirements pertaining to the monitoring and reporting of the incidental take. These regulations also allow us to authorize modifications to watchstander requirements for observed behavior of marine mammals during Major Training Events (MTEs) in the Hawaii-Southern California Training and Testing (HSTT), Atlantic Fleet Training and Testing (AFTT), Mariana Islands Training and Testing (MITT), and Gulf of Alaska Training (GOA) study areas. Modifications to the Navy watchstander requirements include a revision to regulatory text in current regulations governing the taking and importing of marine mammals during training and/or testing activities in these study areas. There are no MTEs associated with Navy training and testing activities in the NWTT Study Area.
