Book excerpt: This report focuses on the status of rural education and is intended to provide information to education researchers, policymakers at the federal and state levels, as well as others concerned about issues in rural education. Specifically, the goal is to increase federal policymakers' attention to rural education problems, promote improvements in rural schools, and stimulate further research on rural education. This report documents how rural conditions are sufficiently different from urban ones to warrant being examined independently, and it endorses the hypothesis that a single set of public policies may not adequately address educational issues in rural versus urban settings. National data, mainly from surveys by the National Center for Education Statistics, are synthesized covering the following topics: (1) economic and demographic context of rural education; (2) location and characteristics of rural schools and school districts; (3) relationship between the rural school and its community; (4) policies and programs benefiting rural education; (5) profiles of educators in rural schools; (6) effects of education reform in rural schools; (7) public school finance policies and practices affecting rural schools; (8) assessment of student performance in rural schools; (9) education and work experiences of rural youth; and (10) the future of rural education. The report contains numerous data tables and a section describing statistical data sources and methodology. (LP)

Available in PDF, EPUB and Kindle. Book excerpt: From the time the reform movement began in the progressive era with concerns about public health and universal access to education, arguments have been raised for and against linking schools and social services, and the merits or otherwise of each system.; A new argument for the collaboration is that integration will lead to substantially better services than those provided by separate organizations.; This volume brings together a wide array of cross-national research and public policy issues to focus on a new framework of service provision. It looks at the different networks of organizations of which schools and social services have been a part, and at the political implications or results of bringing together the professionals from such organizations. It takes into account the constraints resulting from the larger institutional network experience by such organizations. The book also presents a range of perspectives on the way preparation is followed by four responses that present somewhat varying points of view.; The contributors come from a wide range of experiences including specialists in politics of education, law, urban studies, children's issues and those providing reflections on practical experience.

Book excerpt: Testimony given at a congressional hearing on the unique problems of urban and rural schools, the federal role in addressing these problems, and the availability of resources at state and local levels is presented in this report. Representative William Jefferson described the disadvantages of urban schools, compared to suburban schools, with respect to reaching the six national education goals for the year 2000. He spoke in support of the proposed Urban Schools of America Act (USA), which would fund urban school improvement at the local level, renovation of facilities, research and evaluation activities, technical assistance, and staff development. Lois Adams-Rogers, from the Kentucky Department of Education, discussed rural poverty in Kentucky, rural cultural influences on education, the special needs of rural education, the Kentucky Education Reform Act of 1990, and the need for federal aid. Dale Lestina represented Organizations Concerned about Rural Education (OCRE), whose goals are reforming rural school curriculum, developing rural schools as community centers, and promoting the role of rural schools in community economic revitalization. OCRE supported the proposed Rural Schools of America Act of 1991, which would fund early childhood programs, parent involvement activities, school-community linkages, capital improvement, and educational innovation. Superintendents from Tucson (Arizona) and Portland (Oregon) outlined the poor status of urban schools on the national education goals. Also included are charts of the share of statewide expenditures and poverty enrollment for 47 cities and estimated USA grants to eligible cities. (SV)

Book excerpt: 2003 CHOICE Outstanding Academic Title This book documents six exemplary teacher preparation programs participating in school-university partnerships in an effort to examine issues of standards in teacher education. It describes how attention to standards has played out in contrasting demographic, political, and intellectual contexts. The authors reveal the realities and consequences involved in the complex process of implementing standards in varied program contexts often having to reconcile external mandates with the needs of their students and their own program values. Working in pairs, teacher educators formed critical friend research partnerships focused on assessment, inquiry, equity, diversity, and technology. Institutional partnerships discussed include: The University of Louisville with University of Southern Maine; Teachers College, Columbia University with University of California, Santa Barbara; and University of Wisconsin, Milwaukee with Wheelock College.

Book excerpt: A much-needed examination of the impact on teachers and parents of the effort to improve our schools through restructuring, this book looks at professionalization and parent empowerment programs from the ground level rather than from the large-scale policy level. The editor, active in both policy setting and monitoring implementation, approaches the subject with an overarching view that weaves together a set of diverse case studies that examine some of the most notable efforts in this area of school reform. The first section demonstrates the tremendous difficulties involved in attempting to reshape the culture of public school teaching, noting both institutional resistance to change and the personal resistance of the professionals who are, in theory, being empowered through this approach. The second section details the problems of launching parent empowerment opportunities, in a large urban setting, and a contrasting case examines the choice of enrollment option. Here, too, these studies examine the effectiveness of these programs. The conclusion reflects on the opportunities such innovations provide for researchers and assesses the importance of such research in shaping the innovations themselves through evaluations while they are in process.

This book was released on 2002-12-05 with total page 223 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2001, with support from National Science Foundation, the National Research Council began a review of the evidence concerning whether or not the National Science Education Standards have had an impact on the science education enterprise to date, and if so, what that impact has been. This publication represents the second phase of a three-phase effort by the National Research Council to answer that broad and very important question. Phase I began in 1999 and was completed in 2001, with publication of Investigating the Influence of Standards: A Framework for Research in Mathematics, Science, and Technology Education (National Research Council, 2002). That report provided organizing principles for the design, conduct, and interpretation of research regarding the influence of national standards. The Framework developed in Phase I was used to structure the current review of research that is reported here. Phase II began in mid-2001, involved a thorough search and review of the research literature on the influence of the NSES, and concludes with this publication, which summarizes the proceedings of a workshop conducted on May 10, 2002, in Washington, DC. Phase III will provide input, collected in 2002, from science educators, administrators at all levels, and other practitioners and policy makers regarding their views of the NSES, the ways and extent to which the NSES are influencing their work and the systems that support science education, and what next steps are needed.
