Book excerpt: More than 50 percent of the global population resides in urban areas where land policy and infrastructure interactions facilitate economic opportunities, affect the quality of life, and influence patterns of urban development. While infrastructure is as old as cities, technological changes and public policies on taxation and regulation produce new issues worthy of analysis, ranging from megaprojects and greenhouse gas emissions to involuntary resettlement. This volume, based on the 2012 seventh annual Land Policy Conference at the Lincoln Institute, brings together economists, social scientists, urban planners, and engineers to discuss how infrastructure issues impact low-, middle-, and high-income countries. Infrastructure drives economic and social activities. For urban areas, the challenges of balancing economic growth with infrastructure development and maintenance are reflected in debates about finance, regulation, and location and about the sustainable levels of infrastructure services. Relevant sectors include energy (electricity and natural gas); telecommunications (phone lines, mobile phone service, and Internet); transportation (airports, railways, roads, waterways, and seaports); and water supply and sanitation (piped water, irrigation, and sewage collection and treatment). Recent research shows that inadequate infrastructure is associated with income inequality. This is likely linked to the delivery of infrastructure services to households, such as direct health benefits, improved access to education, and enhanced economic opportunities. Because so much infrastructure is energy intensive, efforts to reduce greenhouse gas emissions and other negative impacts must address services such as electric power and transport. Bringing the management of infrastructure up to levels of good practice has a large economic payoff, and performance levels vary dramatically between and within countries. A crucial unmet challenge is to convince policy makers and voters that large economic returns can result from improving infrastructure performance and maintenance.

However, it also carries with it the threat of damaging and outbreaks of waterborne pathogens. The 2010 Gulf of Mexico Deepwater Horizon oil spill and the 2011 Japanese earthquake and tsunami are vivid reminders that ocean activities and processes have direct human implications both nationally and worldwide, understanding of the ocean system is still incomplete, and ocean research infrastructure is needed to support both fundamental research and societal priorities. Given current struggles to maintain, operate, and upgrade major infrastructure elements while maintaining a robust research portfolio, a strategic plan is needed for future investments to ensure that new facilities provide the greatest value, least redundancy, and highest efficiency in terms of operation and flexibility to incorporate new technological advances. Critical Infrastructure for Ocean Research and Societal Needs in 2030 identifies major research questions anticipated to be at the forefront of ocean science in 2030 based on national and international assessments, input from the worldwide scientific community, and ongoing research planning activities. This report defines categories of infrastructure that should be included in planning for the nation's ocean research infrastructure of 2030 and that will be required to answer the major research questions of the future. This report explores some of the opportunities and obstacles to the use of the NII by people and organizations. The goal is to express how improvements in the technical foundation upon which all modern communications rests can benefit all Americans by focusing on the uses of the NII and the benefits to be derived by applications of advanced computing and communications technologies. This document describes how the evolving NII can: enhance the competitiveness of our manufacturing base; increase speed and efficiency of electronic commerce; improve health care delivery and control costs; promote development and accessibility of quality education and lifelong learning; improve effectiveness of environmental monitoring and assessing human impacts upon the earth; sustain the role of libraries as agents of democratic and equal access to information; and provide government services to the public faster, more responsively, and more efficiently. In addition to articulating a national vision that can serve as a framework for discussion and dialogue, a second goal is to improve public policy-making, to identify critical barriers, enablers, and the tools of government action most effective in each of these areas. In this way, the benefits of government activities in support of the NII can be maximized, while minimizing unintended or undesirable consequences.
