After World War II, in Europe huge investments in infrastructure, such as roads, railways or hospitals were traditionally financed by public sources, such as tax revenues, over-printing of money or borrowings. Today, especially in the developing countries there is a huge demand for infrastructure investments. There exist so-called “infrastructure gaps”: In order to improve the standard of living and the attractiveness of a country and econ-omy, the segments of transport, electricity generation, transmission as well as water and telecommunications are essential. The main problem for governments is that Infrastructure projects within these segments usually have a huge extent and require a lot of capital, which often is not available. The OECD estimates that there exists a global infrastructure investment requirement of 71 trillion dollars by the year 2030 only to improve the basic infrastructure. But also in Europe there is an important demand for infrastructure investments. Today, post financial crisis, the TEN-T pro-gram which started in 2014 and also the energy distribution networks or the power plants will require very huge amounts of capital in the coming years and decades, while the political and economic situation is rather uncertain. The forms of financing projects like the above mentioned have changed substantially: Over the past years and decades, severe budget constraints and inefficient manage-ment of infrastructure projects by public entities have led to an increased involvement of private investors in the business of infrastructure financing. This development has attached more and more importance to concrete strategies of private financing forms or partnerships. In recent years this private funding has increasingly taken the form of project finance. So there are basically the following questions: What exactly is project finance, how can a partnership between a public and a private entity be es-tablished and how can this construct help to solve the problem of the mentioned infrastructure gap? The scope of project finance, the different forms and the critical success factors and the meaning for infrastructure finance are the subject of this assignment.

We discuss what we understand by infrastructure, a term that can have different meanings/semantic contents, and whose definition issues reveal some recurrent conceptual problems. Finance is here understood in the very broad sense of a set of mechanisms bringing to investment, and future benefits, the resources needed in advance to pay for it. We offer a brief discussion of technological and organizational change, as several of our examples and other literature that we cite show that investment and finance decisions are deeply interwoven with knowledge, management, and technical progress. The paper analyses government involvement on both sides of our theme: investment and financing decisions, but also on the wider issue of service provision in the context of emerging widespread social needs. In fact, the social demand for infrastructures often manifests itself as only mediated by governments or a small group of players, while the services offered by the infrastructure have subsequently created general interest, sometimes unexpectedly. We mention the tension between the national and the international dimensions and suggest a taxonomy of the macrotypes of infrastructure financing we have identified, and sums up their spread and evolution over the long term.

A somewhat surprising outcome is that a general appraisal bias can be identified in the following sense: Experts from countries which have introduced concession schemes for managing and financing of their motorways are very critical of these schemes, stressing their shortcomings and caveats. Some even conclude that public management under a regime of welfare maximisation would be desirable as a sustainable option. Experts from countries which have been sticking to public procurement and tax finance of motorways strongly attack the inefficiency of public planning regimes and the general tendency to allocate the revenues from special transport related taxes to the public budget, eventually spending them on other purposes rather than transport. A typical feature of the latter regime seems to be the chronic lack of funds for infrastructure investment. Although a single ideal country concept for motorway procurement and finance obviously cannot be identified, every paper gives some insights into possible future improvements. Therefore, beyond the rich documentation of national solutions it is the perspective on workable future concepts which makes the book a valuable guide through the jungle of manifold options for public/private partnerships. This book is a selection of papers presented to the international conference "Highways: Costs and Regulation in Europe", held in Bergamo on the 26th - 27th of November 2004. This comparative analysis serves to draw out several good practice examples that are relevant for all countries. How those practices are applied in each country is a matter for further study, as each country considers its own political culture and administrative tradition. This paper is a first step toward building dialogue among public finance practitioners in Central and Eastern Europe on how to make public investment projects more effective and efficient over the long term.
