During the last two decades, mobile phones have penetrated more quickly in this region than in developed regions at a remarkable rate. Similarly, the per capita growth rates of Internet users have been higher in developing countries than in developed countries. The really fast diffusion of newer technologies such as mobile telephony, broadband and Internet has opened up big opportunities for using these technologies in the delivery of information in businesses and social service providers in Latin America and the Caribbean. 'Information Technologies in Latin America' provides a collection of rigorous empirical studies that contributes to a better understanding of the role and impact of old and new information technologies on Latin American economic development. It provides evidence using randomized and quasi-experimental designed studies for different ICT interventions. In evaluating their development impact a critical concern has been to contribute to the little existing evidence. In fact, whereas many ICT projects in the developing world have been promoted by multilateral organizations, bilateral aid agencies and nongovernmental organizations in recent years, the extent to which these interventions and policies actually contribute to the development of the region is unclear. The book provides evidence on what works and what does not. An important objective is to test one of the frustrating benefits of randomized controlled trials, namely, their ability to show that a program works when it does not and in fact, important policy lessons can be gained from failed field experiments. This collection of essays aims to provide valuable insight on both the promise and the pitfalls of trying to replace conventional, high-cost outreach with technological alternatives. Thus, it may be relevant both to researchers working in the area of information technologies and development, as well as to practitioners pondering how to leverage technology to improve outreach and reach clients in innovative ways.

Book excerpt: The Economics of Information Technology is a concise and accessible review of some of the important economic factors affecting information technology industries. These industries are characterized by high fixed costs and low marginal costs of production, large switching costs for users, and strong network effects. These factors combine to produce some unique behavior. The book consists of two parts. In the first part, Professor Varian outlines the basic economics of these industries. In the second part, Professors Farrell and Shapiro describe the impact of these factors on competition policy. The clarity of the analysis and exposition makes this an ideal introduction for undergraduate and graduate students in economics, business strategy, law and related areas.

Book excerpt: Information is a major development resource, joining the ranks with human, natural and financial resources. Therefore, development agencies must understand the role of information and information technologies (informatics) in the developing countries to respond to a rapidly evolving global environment. The ongoing information explosion in the industrialized economies contrasts sharply with the information poverty of developing countries. This poverty takes many forms, including poor information support for macroeconomic and sectoral policy formulation and implementation, limited access to information for rural populations, and isolation of researchers and professionals from international research findings and so on. Informatics applications offers new ways to make the most of the managerial and institutional resources of developing countries, with the most widespread benefits likely to come from applying it to priority sectors. Governments are recognizing their roles as information providers and users, facilitators of information technology diffusion, and providers of information and communication infrastructures, as well as their role in setting policies for informatics. During the 1990s the impact of information technology will be felt increasingly. Developing countries at all levels of development must stay abreast of the information revolution : they cannot afford to ignore this "second industrial revolution."

Available in PDF, EPUB and Kindle. Book excerpt: This book focuses on the contribution of Information Technology (IT) and Information Technology Enabled Services (ITES) in shaping the current and future global economic scenario, with a special focus on Asia, and taking into account the three broad macroeconomic dimensions — growth, sustainability and governance mechanisms. The last two decades have witnessed a structural shift in the world economy due to the tremendous growth in gross domestic product share for the service sector; in fact, service has emerged as the dominant sector and the main driver of GDP growth. This is mainly attributable to the spectacular success of the IT sector in the new knowledge economy. Tradability, technology and transportability – the three T’s – govern productivity growth in today’s services. Growing Asian economies such as India, China and Vietnam, using their demographic advantages, have been reaping the benefits of this boom. The book’s content focuses on recent debates and discussions concerning the issue of long-term sustainability and governance, especially in India, as these companies are facing continuous challenges in terms of international competition, salary inflation, health hazards, scarcity of talent, employee attrition, security concerns, global slowdown and many other technology-related issues. The book further highlights how the increased application of IT-based products and services is resulting in harsh inequalities concerning income distribution in many developing countries of Asia, mainly because of its labor shedding nature, and hence might be detrimental to sustainable development, if suitable policy measures are not implemented to counter these effects. The book provides a wealth of information for researchers, graduate students and political scientists alike, as well as thought-provoking insights for social scientists, policymakers and government officials. It also offers a valuable source of data for business and management professionals, and for members of Chambers of Commerce and Industry.

Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2000. A discussion of information technology (IT) in developing countries. The contributors can be considered to share the following set of broad premises: information and communication technologies, and related systems, have significant potential to aid the economic growth and improvement of social conditions in the developing world; however, such potential is not released by simply transferring technologies and processes from advanced economies; in order to better serve development needs, people involved with the design, implementation and management of IT-related projects and systems in developing countries must improve their capacity to address the specific contextual characteristics of the organization, sector, country or region within which their work is located. The text thus emphasizes the importance of context in examining the role and value of IT in the developing countries. It focuses attention on the fusion of the activities of "professionals" (technical experts, managers, policy makers) and "users" (more broadly, all other groups affecting or affected by the technologies and systems), with the intention of facilitating locally meaningful and effective change.

Available in PDF, EPUB and Kindle. Book excerpt: This volume focuses on the Information and Communication (ICT) revolution and its impact on economic growth. Even though the emergence of the knowledge economy is at the center of attention by media and is often a subject of economic policy debate, economic research on the issue is still relatively underdeveloped and many aspects of it are still awaiting proper theoretical and empirical scrutiny. One important question is whether, as many economists and opinion leaders maintain the knowledge economy and the new information technologies have fostered the birth of a 'new economy' which by inducing a strong productivity growth in most sectors, is behind the impressive growth of GDP experienced by the US economy. Empirical research has in fact been unable to provide a conclusive answer to this question. This book debates this issue and provides the opportunity to discuss the economic and social effects of the ICT revolution. It also focuses on the functioning and the micro-economic structure of the ICT sector, as well as on its impact on various industries, on the financial system and on the labor market. It analyses the role of the ICT revolution on regional development and it addresses important policy issues such as its consequences for antitrust legislation and government regulation.
