Book excerpt: This book provides a first comprehensive legal examination of water rights arrangements and water rights trading in China. Although recent water reform in China has made substantial progress in policy development and practice, how its legal and institutional framework facilitates or hinders the application of tradable water rights remains less addressed in the existing scholarship. Against the backdrop of China’s water reform and the wider international debate in water governance, this book aims to provide an innovative approach to the complex issue of water governance by critically analysing the recent legal and policy developments in China towards tradable water rights. It examines the deficiencies of the current systems for water rights arrangements and trading, explores how China may learn from and build on the international trends in water rights trading practice (mainly Australia and the US), and proposes legal and policy frameworks for defining and administering tradable water rights in China that underpin sustainable water use in the face of exacerbated water scarcity, variability, and uncertainty. All in all, the book proposes pragmatic strategies for China’s water law and policy reform to move towards tradable water rights, which encompasses a comprehensive prescription from initialising and defining tradable water rights to administering water rights and trading. By reflecting on the deepening water reforms in both China and other jurisdictions, the book aims to contribute to the international water governance debate by exploring from a legal and policy perspective, how China, comparative to other cases around the world, can find a balanced combination of water allocation mechanisms to address its water challenges. It is hoped that the observations and proposed implications for China’s water reform will contribute to developing a better understanding of the way in which experiences in water markets can be shared from jurisdiction to jurisdiction.

Available in PDF, EPUB and Kindle. Book excerpt: Growing scarcity of freshwater worldwide brings to light the need for sound water resource modeling and policy analysis. While a solid foundation has been established for many specific water management problems, combining those methods and principles in a unified framework remains an ongoing challenge. This Handbook aims to expand the scope of efficient water use to include allocation of sources and quantities across uses and time, as well as integrating demand-management with supply-side substitutes. Socially efficient water use does not generally coincide with private decisions in the real world, however. Examples of mechanisms designed to incentivize efficient behavior are drawn from agricultural water use, municipal water regulation, and externalities linked to water resources. Water management is further complicated when information is costly and/or imperfect. Standard optimization frameworks are extended to allow for coordination costs, games and cooperation, and risk allocation. When operating efficiently, water markets are often viewed as a desirable means of allocation because a market price incentivizes users to move resources from low to high value activities. However, early attempts at water trading have run into many obstacles. Case studies from the United States, Australia, Europe, and Canada highlight the successes and remaining challenges of establishing efficient water markets.

Book Synopsis Handbook of Irrigation Hydrology and Management by : Saeid Eslamian
Download or read book Handbook of Irrigation Hydrology and Management written by Saeid Eslamian and published by CRC Press. This book was released on 2023-05-31 with total page 600 pages. Available in PDF, EPUB and Kindle. Book excerpt: Ever-increasing population growth has caused a proportional increased demand for water, and existing water sources are depleting day by day. Moreover, with the impact of climate change, the rates of rainfall in many regions have experienced a higher degree of variability. In many cities, government utilities have been struggling to maintain sufficient water for the residents and other users. The Handbook of Irrigation Hydrology and Management: Irrigation Case Studies examines and analyzes irrigated ecosystems in which water storage, applications, or drainage volumes are artificially controlled in the landscape and the spatial domain of processes varies from micrometers to tens of kilometers, while the temporal domain spans from seconds to centuries. The continuum science of irrigation hydrology includes the surface, subsurface (unsaturated and groundwater systems), atmospheric, and plant subsystems. Further, the book includes practical case studies from around the world, including locations such as Africa, Australia, China, India, the Middle East, the United States, and more. Features: Offers water-saving strategies to increase the judicious use of scarce water resources Presents strategies to maximize agricultural yield per unit of water used for different regions Compares irrigation methods to offset changing weather patterns and impacts of climate change

Available in PDF, EPUB and Kindle. Book excerpt: During the last few decades, China has accomplished unprecedented economic growth and has emerged as the second largest economy in the world. This ‘economic miracle’ has led hundreds of millions of people out of poverty, but has also come at a high cost. Environmental degradation and the impact of environmental pollution on health are nowadays issues of the greatest concern for the Chinese public and the government. The Routledge Handbook of Environmental Policy in China focuses on the environmental challenges of China’s rapidly growing economy and provides a comprehensive overview of the policies developed to address the environmental crisis. Leading international scholars and practitioners examine China’s environmental governance efforts from an interdisciplinary perspective. Divided into five parts, the handbook covers the following key issues: Part I: Development of Environmental Policy in China - Actors and Institutions Part II: Key issues and Strategies for Solution Part III: Policy Instruments and Enforcement Part IV: Related Policy Fields – Conflicts and Synergies Part V: China’s Environmental Policy in the International Context This comprehensive handbook will be an invaluable resource to students and scholars of environmental policy and politics, development studies, Chinese studies, geography and international relations.
