Using case studies from three urban regions, this book examines this growth in modern India’s cities and towns. It argues that India has undergone a process of uneven and combined development during its integration with the world economy, leading to a distorted form of urban development. This book is about work and resistance in India’s massive ‘informal economy’. It looks at the growth of informal labour in Bangalore, Mumbai and New Delhi during an era of neoliberal economic policymaking. Going beyond mainstream accounts, it argues that India’s rapid economic development has been based upon the mass employment of workers on low wages who lack basic social protection and rights at work. It discusses how urban development in India is characterised by a combination of industrialisation, industrial relocation, restructuring and informalisation. Departing from some existing studies of de-industrialisation, it re-frames informalisation as a process that complements, rather than contradicts, contemporary industrialisation in rapidly-emerging economies. The book adopts a ‘classes of labour’ approach, classifying each case of informal labour as a specific ‘form of exploitation’: as a different way for employers to lower production costs, control workers and increase enterprise flexibility. It remains largely unrecognized by researchers, is neglected by politicians, and is even negatively perceived as it is meant to disappear with development. This book aims to amend this situation by presenting recent high level research which studies the informal sector and informal employment. Fresh research into this subject is presented through empirical analysis which covers Asia, Africa and Latin America. Each chapter relies on data and a detailed knowledge of the context of the countries studied in order to question the dominant schools of thought on the origins and causes of informality. The results provide interesting insights into the constraints faced by informal workers, the dynamics of the informal economy and its link with poverty issues. On the basis of the evidences provided by results adequate policies could be defined to address informality issues. The principal characteristics of the informal sector testify to some profound similarities between developing countries: low qualifications and the precariousness of jobs, mediocre incomes and working conditions, atomization of production units and lack of articulation with the formal economy, etc. This general statement does not contradict the observation that there is a high level of heterogeneity in the sector and in informal employment within each country, confirmed by several chapters in this work. In the absence of a sufficient number of job creations, the informal sector essentially constitutes a refuge for workers seeking and is here to stay in the short and medium term, even in emerging countries.

Combining this premise with an extraordinary assemblage of facts gleaned over the period of a decade from the streets, markets and homes of Port-au-Prince, the author weaves a tapestry of despair and hope which only an unusual degree of intimacy with the details of everyday life in the city could provide. The result is a considerable deepening of understanding about the politics and economics by which family members earn their livelihoods, distribute resources within and between households, produce life and labor from food and water, provide shelter and schooling for themselves, and borrow money to finance these and other activities. These different dimensions of daily existence form a web of interdependency in which change in any one dimension causes change in all the others. As Professor Pass's work demonstrates, research and development assistance practices of public and private organizations, in such areas as employment, health, housing, education and credit are often irrelevant. This is because they are necessarily guided by prevailing concepts and theories with respect to the circumstances of the urban poor, which sometimes do the poor considerable disservice. With the additional insight provided by a decade of participation in the design of policies, programs and projects serving as a tempering influence, the author does not leap to easy criticism of prevailing views and practices. He notes that ideas and interventions change in response to new understanding, sometimes in ways that the producers of such understanding could never have imagined. The problem is that change is painfully slow, and in desperately poor countries like Haiti, waiting for change exacts an almost intolerable price from the poor. This book is a provocative yet highly original contribution which will require serious attention from scholars and practitioners of development. Appearing as it does soon after the great seaward exodus of Haitians and urban unrest culminating in the flight of the Duvalier family, this timely volume will provide illumination for those seeking to understand the circumstances that press people to risk all in the name of survival.
