Book excerpt: Multiple indices of biotic integrity and biological condition gradient models have been developed and validated to assess ecological integrity in the Laurentian Great Lakes Region. With multiple groups such as Tribal, Federal, and State agencies as well as scientists and local watershed management or river-focused volunteer groups collecting data for bioassessment it is important that we determine the comparability of data and the effectiveness of indices applied to these data for assessment of natural systems. We evaluated the applicability of macroinvertebrate and fish community indices for assessing site integrity. Site quality (i.e., habitat condition) could be classified differently depending on which index was applied. This highlights the need to better understand the metrics driving index variation as well as reference conditions for effective communication and use of indices of biotic integrity in the Upper Midwest. We found the macroinvertebrate benthic community index for the Northern Lakes and Forests Ecoregion and a coldwater fish index of biotic integrity for the Upper Midwest were most appropriate for use in the Big Manistee River watershed based on replicate sampling, ability to track trends over time and overall performance. We evaluated three sites where improper road stream crossings (culverts) were improved by replacing them with modern full-span structures using the most appropriate fish and macroinvertebrate IBIs. We used a before-after-control-impact paired series analytical design and found mixed results, with evidence of improvement in biotic integrity based on macroinvertebrate indices at some of the sites while most sites indicated no response in index score. Culvert replacements are often developed based on the potential, or the perception, that they will restore ecological integrity. As restoration practitioners, researchers and managers, we need to be transparent in our goals and objectives and monitor for those results specifically. The results of this research serve as an important model for the broader field of ecosystem restoration and support the argument that while biotic communities can respond to actions undertaken with the goal of overall restoration, practitioners should be realistic in their expectations and claims of predicted benefit, and then effectively evaluate the true impacts of the restoration activities.

This involves describing and predicting ecological changes ensuing from a variety of human activities that involve release of xenobiotic and other chemicals to the environment. A fundamental principle of ecotoxicology is embodied in the notion of change. Ecosystems themselves are constantly changing due to natural processes, and it is a challenge to distinguish the effects of anthropogenic activities against this background of fluctuations in the natural world. With the frustratingly large, diverse, and ever-emerging sphere of envi ronmental problems that ecotoxicology must address, the approaches to individual problems also must vary. In part, as a consequence, there is no established protocol for application of the science to environmental prob lem-solving. The conceptual and methodological bases for ecotoxicology are, how ever, in their infancy, and thus still growing with new experiences. In deed, the only robust generalization for research on different ecosystems and different chemical stresses seems to be a recognition of the necessity of an ecosystem perspective as focus for assessment. This ecosystem basis for ecotoxicology was the major theme of a previous pUblication by the Ecosystems Research Center at Cornell University, a special issue of Environmental Management (Levin et al. 1984). With that effort, we also recognized an additional necessity: there should be a continued develop ment of methods and expanded recognition of issues for ecotoxicology and for the associated endeavor of environmental management.

Book excerpt: The monitoring of point sources by the Environmental Protection Agency (EPA), the states, and the tribes has documented and helped reduce the levels of chemical stressors affecting our ecosystems. With the controls on point sources reducing chemical contamination, new environmental challenges associated with nonpoint sources have emerged. To adequately deal with these new problems, EPA's Office of Research and Development recognized the need to develop an overall under standing of the condition of our ecological resources, the trends in their condition, and the stressors affecting these systems on a broad scale. Toward this end, the En vironmental Monitoring and Assessment Program (EMAP) was established by EPA and has been strategically developing the scientific tools and techniques to monitor and assess the status and trends of aquatic ecosystems. EMAP scientists have developed new indicators and probability-based de signs to fill data gaps in the development of regional-scale assessments of our aquatic resources, as required in the Clean Water Act. We have a scientifically de fensible approach that allows: 100 percent coverage of the aquatic resources within broad geographic areas and the formulation of reference 'conditions for es tablishing the health of these resources. The use of these indicators and designs were successfully demonstrated in the landscapes, streams, and estuaries of the mid-Atlantic states as part of the Mid-Atlantic Integrated Assessment (MAlA).
