Book excerpt: Emory Upton (1839–1881) was “the epitome of a professional soldier,” according to Stephen E. Ambrose. Indeed, his entire adult life was devoted to the single-minded pursuit of a military career. Upton was commissioned a second lieutenant in the Fifth United States Artillery on May 6, 1861, the day of his graduation from the United States Military Academy, and by age twenty-five he had risen to the rank of major general. He distinguished himself in battles at Spotsylvania, Sharpsburg, Fredericksburg, and Charlottesville, in Sheridan’s Shenandoah Valley campaign, and in Wilson’s celebrated cavalry raid through Alabama and Georgia at the end of the war. After the war, Upton traveled abroad as an observer for the army, an experience that resulted in his first book, The Armies of Asia and Europe. He also served as commandant of cadets at West Point and finally as commander of the Presidio in San Francisco. He was highly respected as a military tactician, and his Infantry Tactics became a widely used resource. Despite his successes, the ambitious Upton felt that his military talents were insufficiently recognized. His last book, The Military Policy of the United States, which advocated a number of sweeping changes in the organization of the American military system, went unpublished at his death by suicide in 1881. The book was finally published in 1904 at the urging of Elihu Root, Theodore Roosevelt’s secretary of war. First published in 1964, Ambrose’s thorough and well-researched study of Emory Upton’s career has proven to be an important addition to American military history as well as to the history of the Civil War.

His works—The Armies of Asia and Europe and The Military Policy of the United States—fueled the army’s intellectual ferment in the late nineteenth century and guided Secretary of War Elihu Root’s reforms in the early 1900s. Yet as David J. Fitzpatrick contends, Upton is also widely misunderstood as an antidemocratic militaristic zealot whose ideas were “too Prussian” for America. In this first full biography in nearly half a century, Fitzpatrick, the leading authority on Upton, radically revises our view of this important figure in American military thought. A devout Methodist farm boy from upstate New York, Upton attended the United States Military Academy at West Point and served in the Civil War. His use of a mass infantry attack to break the Confederate lines at Spotsylvania Courthouse in 1864 identified him as a rising figure in the U.S. Army. Upton’s subsequent work on military organizations in Asia and Europe, commissioned by Commanding General William T. Book excerpt: Transformation has become a buzz word in today's military, but what are its historical precursors—those large scale changes that were once called Revolutions in Military Affairs (RMA)? Who has gotten it right, and who has not? The Department of Defense must learn from history. Most studies of innovation focus on the actions, choices, and problems faced by individuals in a particular organization. Few place these individuals and organizations within the complex context where they operate. Yet, it is this very context that is a powerful determinant of how actions are conceived, examined, and implemented, and of how errors are identified and corrected. The historical cases that Mandeles examines reveal how different military services organized to learn, accumulate, and retrieve knowledge; and how their particular organization affected everything from the equipment they acquired to the quality of doctrine and concepts used in combat. In cases where more than one community of experts was responsible for weighing in on decisionmaking, the service benefited from enhanced application of evidence, sound inference, and logic. These cases demonstrate that, for senior leadership, participating in such a system should be a strategic and deliberate choice. In each of the cases featured in this book, no such deliberate choice was made. The interwar U.S. Navy (USN) aviation community and the U.S. Marine Corps amphibious operation community were lucky that, in a time of rapid technological advance and strategic risk, their decisions in framing and solving technological and operational problems were made within a functioning multi-organizational system. The Army Air Corps and the Royal Marines were unfortunate, with corresponding results. It is characteristic of 20th-century military history that no senior civilian or military leader suggested a policy to handle overlapping responsibilities by multiple departments. Today's policymakers have not learned this lesson. In the present time, while a great deal of thought is devoted to proper organizational design and the numbers of persons required to perform necessary functions, there is still no overarching framework guiding these designs.

Book excerpt: Fairly or unfairly, the stalemate on the First World War’s Western Front is often attributed to the intellectual stagnation of the era’s military officers. This paper traces the development (or absence of development) of combined arms and fire & maneuver tactics and doctrine in the period prior to WW I, focusing on the Russo-Japanese War. The Western armies that entered the Great War seemingly ignored many of the hard-learned lessons and observations of pre-war conflicts. Though World War I armies were later credited with developing revolutionary wartime tactical-level advances, many scholars claim that this phase of tactical evolution followed an earlier period of intellectual stagnation that resulted in the stalemate on the war’s Western Front. This stalemate, they claim, could have been avoided by heeding the admonitions of pre-war conflicts and incorporating the burgeoning effects of technology into military tactics and doctrine. Some go even further and fault the military leadership with incompetence and foolishness for not adapting to the requirements of modern war. The Russo-Japanese War showed the necessity for combined arms techniques and fire and maneuver tactics on the modern battlefield. Specifically, the war showed the need for: (1) the adoption of dispersed, irregular formations; (2) the employment of fire and maneuver techniques and small unit-tactics, including base of fire techniques; (3) the transition to indirect-fire artillery support to ensure the survivability of the batteries, and; (4) the necessity for combined arms tactics to increase the survivability of assaulting infantry and compensate for the dispersion of infantry firepower.
